Abstract: Human development measures the level of prosperity of the people living in the country for comparing the development levels of the countries. Human development means the improvement in individuals' living standards, health services, education and other conditions together with economic growth. It has been calculated as Human Development Index (HDI) by UNDP since 1990. The aim of this study is assessing HDI (2013) of provinces in Turkey by taking into account the study of Mahlberg and Obersteiner (2001) which has been proposed to calculate HDI by means of DEA. The data in this study are taken from Gill& et al. (2017). Firstly the output-oriented CCR model is used. Then HDI is computed using Assurance Region (AR) by introducing restriction on the ratios of outputs' weights to each other. The results of two approaches indicate that the provinces in the last order are placed in the east of Turkey.
