Türkiye’de kamu ve özel sektör dış borçları ile sektörel büyüme arasındaki ilişkilerin analizi

Abstract

Dış borçlar ve ekonomik büyüme arasındaki ilişki literatürde yıllardır tartışılan konulardan biridir. Bu ilişki konusunda henüz net bir sonuca ulaşılamamış olmasının sebebi ise ülkelerin büyüme dinamiklerinin birbirinden farklı olmasıdır. Ayrıca analizlerde kullanılan ülkelerin, değişkenlerin ve veri aralıklarının farklılığı da kesin bir sonuç elde edilmesini önlemektedir. Bu çalışmanın amacı, 1998-2017 yılları arasında kamu ve özel sektör dış borçlarının sektörler bazında ekonomik büyümeye olan etkisini incelemektir. Türkiye’de alınan dış borçların alt sektörler kanalıyla ekonomik büyümeyi nasıl ve hangi yönde etkilediği ve kamu borçlarının mı yoksa özel sektör borçlarının mı ekonomik büyüme üzerinde daha etkili olduğu, çalışmanın temel konusunu oluşturmaktadır. Dış borçlar ve sektörel ekonomik büyüme ilişkisi 1998-2017 yılları için VAR yöntemi ile analiz edilmiş ve 20 adet ana iktisadi faaliyet kolundan sadece 7 tanesinin istatistiksel olarak anlamlı ilişkiler gösterdiği tespit edilmiştir. Elde edilen bulgular, Türkiye’de özel sektör dış borçlarının analiz edilen 7 sektörden 6 tanesinin sektör büyümesi üzerinde etkili olduğunu ve kamu dış borçlarının ise sadece bir sektörde etkili olduğunu göstermektedir. Bu durum Türkiye’de ekonomik büyümede özel sektörün etkisine dikkat çekerken kamu dış borçlarının ise üretimden ziyade kamu harcamalarının, bütçe açıklarının veya dış borç geri ödemelerinin finansmanı gibi faaliyetlere yöneldiği konusunda da bilgiler vermektedir. Kamu dış borçlarının özel sektörün gerçekleştirdiği üretim faaliyetlerinin tamamlayıcısı niteliğindeki altyapı ve teknoloji yatırımlarına yönlendirilmesi hem sektörel hem de ulusal ekonomik büyümenin gerçekleştirilmesi ve sürdürülebilirliği açısından önemlidir.

The relationship between external debt and economic growth is one of the issues discussed in the literature for many years. The reason why this relationship has not yet been reached is that the growth dynamics of the countries are different. In addition, the differences in the countries, variables and data ranges used in the analyzes prevent accurate results. Aim of this study is to examine the effects of public and private sector external debts on economic growth by sectors between 1998-2017. Economic growth in the sub-sector channels of received foreign debt in Turkey and how it affects the direction in which and the private sector debt or does the public debt does have a greater impact on economic growth, is the main subject of the study. The relationship between external debt and sectoral economic growth was analyzed by VAR method for the years 1998-2017, and only 7 of the 20 main economic activities showed statistically significant relationships. The findings are analyzed of 6 sectors from seven of them, the private sector external debt in Turkey is the impact on the sector's growth while the public external debt shows that only effective in one sector. In this case economic growth of Turkey in the private sector, effect of taking care of public external debt is rather public expenditure from production, provide information on whether the orientation activities such as financing the repayment of budget deficits or debt. Directing public external debt to infrastructure and technology investments, which are complementary to the production activities of the private sector, is important for the realization and sustainability of both sectoral and national economic growth.
