Türkiye imalat sanayi alt sektörlerinde ihracat ile emek verimliliği arasındaki nedensellik ilişkisi

Abstract

İhracat ve verimlilik arasındaki ilişkiye dair iki hipotez vardır. Bu hipotezlerden ilki, görece daha başarılı performans gösteren ve daha verimli firmaların ihracat piyasalarına katıldıklarını ve bu firmaların uluslararası piyasalarda kalıcı olduklarını ifade eden kendi seçimi hipotezidir. İkinci hipotez ise, ihracat yapmaya başlayan firmaların uluslararası temaslarından öğrendikleri sayesinde daha iyi üretim yöntemleri benimsediklerini dolayısıyla daha verimli hale geldiklerini ifade eden ihracat yoluyla öğrenme hipotezidir. Türkiye imalat sanayi alt sektörleri için 2003-2017 yılları arasında sektörlerin ihracat değeri ve emek verimliliği arasındaki ilişkiyi Emirmahmutoğlu ve Köse (2011) tarafından geliştirilen Bootstrap Panel Granger Nedensellik Testi ile incelendiğinde ihracat ve verimlilik arasındaki ilişkinin sektörlere göre farklılık gösterdiği görülmektedir.10 nolu gıda ürünlerinin imalatı, 13 nolu tekstil ürünlerinin imalatı, 16 nolu ağaç ve ağaç ürünleri (mobilya hariç) imalatı, 22 nolu kauçuk ve plastik ürünlerinin imalatı ve 32 nolu diğer imalatlar sektörlerinde ihracattan emek verimliliğine doğru tek yönlü bir nedensellik ilişkisine dair sonuçlar elde edilmiştir. 12 nolu tütün ürünleri imalatı, 17 nolu kağıt ve kağıt ürünlerinin imalatı ve 20 nolu kimyasalların ve kimyasal ürünlerin imalatı sektörlerinde ise nedensellik ilişkisinin yönü emek verimliliğinden ihracata yöneliktir. 25 nolu fabrikasyon metal ürünleri imalatı ve 28 nolu başka yerde sınıflandırılmamış makine ve ekipman imalatı sektörlerinde ihracat ve emek verimliliği arasında çift yönlü nedensellik ilişkisi vardır. Diğer sektörlerde ihracat ve verimlilik arasında herhangi bir nedensellik ilişkisine dair kanıt elde edilememiştir.

There are two hypotheses explaining the relationship between export and productivity. The first one is the self-selection hypothesis. This hypothesis states that the firms which are performing relatively more efficient, participates to export markets and stay in the markets permanently. The second one is learning by exporting hypothesis. This hypothesis express that the exporting firms gets more productive because of the methods which they have built from international contacts. The relation between export and labor productivity for Turkey’s manufacturing industry sub-sectors during 2003-2017 is analyzed by Bootstrap Panel Granger Causality that is improved by Emirmahmutoğlu ve Köse (2011). The results show that the relationship between exports and productivity varies by sector. There is one-way causality from exports to labor productivity for the sectors manufacture of food products, manufacture of textiles, manufacture of wood and of products of wood and cork, except furniture; manufacture of articles of straw and plaiting materials, manufacture of rubber and plastic products and other manufacturing. On the other hand, there is one-way causality from labor productivity to exports for the sectors manufacture of tobacco products, manufacture of paper and paper products and manufacture of chemicals and chemical products. Also, there is two-way causality for the sectors manufacture of fabricated metal products, except machinery and equipment and manufacture of machinery and equipment nec. Finally, there is no causality for the other sectors.
