İkiz açık ve Türkiye örneği

Abstract

İkiz açık hipotezi, bütçe açığı ile cari işlemler açığı arasındaki nedensellik ilişkisinin var olduğunu ifade etmektedir. Geleneksel Keynesyen yaklaşımda; iki açık arasında pozitif yönlü bir ilişkinin varlığı kabul görmekte iken, Ricardocu yaklaşımda; bütçe açığı ile cari işlemler açığı arasında bir ilişkinin bulunmadığı savunulmaktadır. Bütçe ve cari işlemler açığı arasındaki ilişki makroekonomik açıdan arz ettiği önem nedeniyle ekonomi literatüründe çok fazla araştırmaya konu olmaktadır. Bu çalışma, Türkiye’de 1980-2018 dönemleri arasında ikiz açık hipotezinin geçerliliğini VAR ve Granger Nedensellik Testi ile analiz etmeyi amaçlamaktadır. Ampirik bulgular, bütçe açıkları ile cari işlemler açığı arasında bir ilişkinin var olmadığını ortaya koymaktadır.

The twin deficit hypothesis states that there is a causality relationship between the budget deficit and the current account deficit. While it is approved that there is a positive relationship between the two deficit in the traditional Keynesian approach, it is argued that there is no relationship between the budget deficit and the current account deficit in the Ricardian approach. The relationship between budget and current account deficit is subject to a lot of research in the economic literature due to its importance in macroeconomic perspective. This study aims to analyze the the validity of the twin deficit hypothesis in Turkey between 1980-2018 period with the VAR and the Granger Causality Test. Empirical findings suggest that there is no relationship between budgets deficit and current account deficit.
