II. Abdülhamid döneminde Bitlis vilayeti (İdarî ve sosyal yapı)

Abstract

Bu çalışma, Bitlis vilayeti örneğinde II. Abdülhamid’in 1876-1909 yılları arasında Doğu Anadolu’daki yönetim anlayışı, bölgede yaşanan siyasi ve etnik olaylar, asayiş olayların sebep olduğu demografik değişim ve Bitlis’in idarî, sosyokültürel durumu ve nüfusu ile buraya yapılan eğitim yatırımlarını ve neticelerini kapsamaktadır. Tez, giriş ve üç bölümden oluşmaktadır. İlk bölümde Bitlis’in idarî yapısındaki değişim, Tanzimat öncesi ve sonrası olarak incelenmiştir. İdarî değişimin kırılma noktası sayılabilecek 1879 yılındaki vilayet olma süreci detaylı bir şekilde aktarılmıştır. Bununla birlikte Bitlis’te görev yapmış valiler, belediye başkanları gibi idareciler ile meclisler hakkında bilgi paylaşılmıştır. Aynı dönemde yeniden yapılandırılan adlî yapı ve mahkemeler hakkında gerekli bilgi verilmiştir. Merkezden taşraya tek iletişim aracı olan telgraf ve posta teşkilatının Bitlis’teki yapılanması ile bu teşkilatın şehir hayatındaki değişime olan katkısından bahsedilmiştir. Ayrıca Bitlis’teki vakıf müesseselerinin şehir hayatındaki önemi ile matbaa ve gazetecilik konularına değinilmiştir. İkinci bölümde Bitlis’in nüfus yapısı incelenerek bu yapıdaki değişimler, sebepleri ile birlikte paylaşılmıştır. Bitlis’teki aşiretler, bunlardan kaynaklı asayiş olayları, Hamidiye Alayları, Ermeni olayları ve hapishane konularında tespitler yapılmıştır. Bu bölümde bir de toplumsal yapıyı ilgilendiren doğal afetler ile muhacirler ve göçebe aşiretlerin iskânı konusu işlenmiştir. Son bölümde ise Bitlis’te eğitim konusu üzerinde durulmuştur. Bu kapsamda Bitlis’te mevcut eğitim kurum ve kuruluşları tespit edilmiş ve dönem içinde açılan yeni eğitim kurumları hakkında bilgi verilmiştir. Bununla beraber vilayet maarif teşkilatı ve müdürleri, öğretmen maaşları, okulların genel sorunları ve eğitim için aktarılan ödenekler gibi diğer konu başlıklarına da değinilmiştir.

This study, includes II. Abdülhamid’s governance understanding of Eastern Anatolian Region between 1876-1909, political and ethnic events that was lived in the region, demographic changes which was the result of public order events, administrative, sociocultural situation and population of Bitlis and educational investments which was made to Bitlis and its results in the sample of Bitlis. The thesis, consists of an entrance and three sections. In the first section, the change of administrative construction of Bitlis was examined in terms of before and after Tanzimat. The process of being a province in 1879 which can be regarded as a breaking point of administrative change was reported in detailed. Nevertheless, information about administrators like governors, city managers worked in Bitlis and assemblies was shared. Detailed information was given out about reconfigurated judiciary construction and courts at that time. The construction of telegraph and postal service of Bitlis which was the only communication tool from the capital to the province and the contribution of this construction to the change of the city life was mentioned. Also, the importance of foundation institutions in the city life and the printing press and journalism topics were emphasized. In the second section, population quality of Bitlis was examined in detailed and the statistics about demographic changes and its reasons were shared out. Tribes in Bitlis, public order events which were arosen from those tribes, Hamidiye regiments, Armenian events and prison were identified. Also, in this section, social structure which was interested from act of god, immigrants and the settling of migratory tribes were mentioned. In the last section, the term education in Bitlis was examined. In this term, existent education institutes in Bitlis at that time were established and detailed information about new education institutes at that time were shared out. Nevertheless, The Ministry of Education of province and managers, the salary of teachers, general problems of schools, the funds of the education and other topics were established.
