Kamu kaynaklarının etkin kullanımında fayda-maliyet analizinin uygulanmasına bir örnek: Denizli Havalimanı projesi

Abstract

Çalışmada kamu yatırım harcamalarının etkinliği için karar verme yöntemlerinden fayda maliyet analizi kavramının tanımı, teorik temelleri ve uygulama yöntemleri ele alınmıştır. Yapılan yatırımlarda sadece özel faydaların değil, ulusal ekonomi açısından elde edilecek olan tüm faydaların ele alınarak projenin değerlendirilmesi gerekliliği, kaynakların optimal dağılımının sağlanabilmesi açısından oldukça önemli bir konudur. Temelini Pareto Optimalitenin oluşturduğu fayda maliyet analizinin amacı, yapılan yatırımlarda net sosyal refah artışı sağlamaktır. Fayda maliyet analizi yapmanın zorunlu olduğu bir kamu yatırımı olan havalimanı projesi üzerine ampirik bir uygulama içeren çalışmamızda, Denizli’ye mevcut havalimanının şehir merkezine uzak olması dolayısıyla yerine yeni bir havalimanı kurulması sonucu elde edilecek faydalar ve katlanılacak maliyetler fayda maliyet analizi yöntemleri çerçevesinde incelenmektedir. “Net Bugünkü Değer” yöntemi, “Fayda Maliyet Oranı” yöntemi ve “İçsel Getiri Oranı” yöntemleri ile bu yatırımın yapılmasının optimal olup olmadığı sorgulanmaktadır. Çalışmada “Denizli Yeni Havalimanı” yatırımı FMA tekniği ile analiz edilerek NBD=306.200.245 FMO=1,519 İGO=%30,20 sonuçları elde edilmiştir. Bu sonuçlar mevcut yatırım fikrinin optimal ve uygulanabilir olduğu sonucunu vermektedir. Yapılan anket çalışmalarının da bu ihtiyacı desteklediği görülmektedir.

In this study, theoretical and empirical public investment expenditures topics are investigated according to the cost-benefit analysis and the decision-making framework. It is important that not only the special benefits are taking into consideration but also the benefits based on the national economy is necessary for the evaluation of public investments. Moreover, the consideration of all benefits is significant for optimal distribution of national resources. The main purpose of Pareto Optimalite's cost-benefit analysis is that to increase social welfare in the public investments. The aim of this study is that to search empirical costs and benefits analysis of the investment of new airport for Denizli City. Denizli is far away from the current airport, so, it has a huge cost of transportation in every year. The expected findings of the analysis are whether the new airport investment is rational or not. The Net Present Value (NPV), the Cost-Benefit Ratio (CBR), and the Internal Rate of Return (IRR) methods are used to determine the optimality of new airport investment in the study. Furthermore, a survey is conducted to airport passengers for the detailed investigation. The primary findings indicate that the new airport investment is rational for Denizli City. The results of NPV, CBR, and IRR methods are 306,200,245 TL, 1.519, and 30.2% respectively. Also, survey findings emphasize that passengers of the current airport are supporting the investment of new airport which is closer one. It is expected that the results of this study may brighten to policymakers.
