Osmanlı’dan Cumhuriyet’e bir sosyal yardım uygulaması: Hıdemât-ı Vataniye tertibinden bağlanan maaşlar (1909-1938)

Abstract

Bu çalışmada, Osmanlı Son Dönemi ve Erken Cumhuriyet döneminin en önemli sosyal yardım uygulamalarından biri olan Hıdemât-ı Vataniye Tertibi Maaşat Kalemi incelenmiştir. Bu maaşat kalemi, vatana önemli hizmetlerde bulunmuş asker, siyasetçi, bilim adamı, din adamı vb. gibi çeşitli kesimlerden kişilere, yaptıkları hizmetin mükâfatı olarak oluşturulmuştur. Bu Tertibden yakın zamana kadar maaş verildiği bilinmekle beraber, en fazla ödemenin 1909-1938 yılları arasında yapıldığı gözlemlenmiştir. Bu sebeple çalışma, o yılları kapsamaktadır. Çalışmada öncelikle, Osmanlı Klasik Dönem sosyal yardım uygulamaları ve Avrupa‘da sosyal yardımın gelişimi irdelenmiştir. Ardından Hıdemât-ı Vataniye Tertibinin oluşum evreleri işlenmiştir. Tüm bunların ışığında, bu Tertibden maaş almış bazı kişilerin biyografilerine yer verilmiş ve bu biyografiler ekseninde Hıdemât-ı Vataniye Tertibinin, rolü ve fonksiyonu ele alınmıştır.

In this study, it has been analyzed the salary office of the Hıdemât-ı Vataniye department which has been one of the most important social welfare practice from the last period of the Ottoman Empire to the early period of the Republic. This salary office has been established as a reward of service to people from various segments such as soldier been in the outstanding service to the homeland, politician, religious man, scientist, etc. With the knowledge being paid until recently from the salary office, it has been observed that maximum payment has been rendered between these years 1909 – 1938. For this reason, the study contains those years. First of all in the study, it has been examined Ottoman Classical Period social welfare practices and the development of the social welfare practice in Europe. Then, formation phases of Hıdemât-ı Vataniye department have been processed. In the light of all these, the biographies of some people who have received salaries from this department have been included and the roles and functions of the Hıdemât-ı Vataniye department have been adressed in the context of these biographies.
