1961-1980 arası koalisyon hükümetlerine bir örnek: 1974 CHP-MSP koalisyonu

Abstract

Koalisyon hükümeti olgusu, Türkiye'nin yakın geçmişte denediği ve gelecekte de büyük olasılıkla karşılaşacağı bir olgudur. Bu çalışmanın amacı, koalisyon teorileri çerçevesinde koalisyon olgusunu, özel olarak da 1974 yılında kurulan CHP-MSP koalisyonunu irdeleyerek bir sonuca ulaşmaktır. Koalisyon hükümetleri, siyasal sistemdeki uzlaşma derecesi ile doğru orantılı olarak parlamenter demokrasilerde yer almaktadır. Siyasal sistemi oluşturan unsurlar arasındaki bu uzlaşma derecesi, koalisyon hükümetlerinin kurulmalarından başlayarak aktörler arasındaki ilişkileri, hükümetin istikrarını ve ömrünü belirlemektedir. Bu noktada koalisyon hükümetleri siyasal sistemdeki uzlaşmayı arttırıcı bir nitelik sergilemektedir. Ama koalisyonlar hakkındaki genel kanı, istikrarlı olmadıkları ve çoğunluk partisi hükümetleri kadar başarı gösteremedikleri yönünde oluşmuştur. Koalisyonların tarihsel gelişimi ve sonrasına bakıldığında yaşanılan pek çok örnek de bunu doğrulamıştır. 26 Ocak 1974 tarihinde kurulmuş olan CHP-MSP koalisyonu 17 Kasım 1974 tarihine kadar on ay gibi kısa bir süre (aktif anlamda sekiz ay) varlık gösterebilmiş ve sonrasında koalisyon sona ermiştir. Tezin ilk bölümünde, koalisyon olgusu, koalisyonların özellikleri, parti ve seçim sistemleri ile ilişkileri, yaşadıkları sorunlar ve sona erme şekilleri irdelenerek teorik çerçeve oluşturulmuştur. İkinci bölümde, 1960-1973 arasında CHP ve MSP de yaşanılan gelişmeler ile hükümet kurma çabaları aktarılmıştır. Üçüncü bölümde tezin ana gövdesini oluşturan CHP-MSP koalisyonu irdelenmiştir. Dördüncü bölümde bu koalisyonun gerçekleştirmiş olduğu icraatlara ve diğer gelişmelere yer verilmiş, beşinci bölümde de koalisyonun sona ermesi aktarılmıştır. Sonuç bölümde ise, 1974 CHP-MSP koalisyonundan hareketle koalisyonlarla ilgili genel bir kanıya ulaşılmaya çalışılmıştır. The coalition government is a fact which was recently tried in Turkey and most probably Turkey will be faced with this case again in the future. The aim of this study is to observe the coalition fact among coalition theories and especially reaching a conclusion by observing the coalition of CHP-MSP which was established in 1974. Coalition governments exist in parliamentarian democracies and they are in direct proportion with the negotiation degree in the political system. The negotiation degree between the elements that forms the political system, beginning from the establishment of coalition governments; defines the relations between actors and the stability or the lifespan of governments. At this point coalition governments show an attribute that increases the negotiations in a political system. But the idea of the coalitions is that they are not stable and mostly unsuccessful as the majority party governments. Most instances confirm this when the historical development of coalitions and its afterwards are observed. The CHP-MSP coalition which was established on 26th January 1974, could exist just for ten months (actively eight months) until 17th November 1974 and afterwards the coalition expired. In the first chapter of thesis, the coalition fact, the properties of coalitions, relations with party and election system, their problems, and their extinctions are studied and also a theoretic frame is built. In the second chapter the progress that has characterised the CHP-MSP and their attempts to establish a government is explained. In the third chapter the CHP-MSP coalition that forms the main body of this thesis is studied. The fourth chapter details the activities which were done from this coalition and other progresses. Furthermore, the fifth chapter the extinction of the coalition is studied. And in conclusion moving from the CHP-MSP coalition from 1974 we attempt to reach a general opinion about coalitions.
