Enflasyon hedeflemesinin etkinliği ve ekonomik gelişmişlik arasındaki ilişki

Abstract

Enflasyon hedeflemesi ilk olarak 1990'da Yeni Zelanda tarafından uygulanmaya baslamasından bu yana uygulandıgı ülkelerde basarılı olup olmadıgı tartısılmaktadır. Bu konuda literatürde yer alan çalısmalar incelendiginde, enflasyon hedeflemesinin uygulandıgı ülkelerde etkin olup olmadıgı konusunda varılan sonuçların, çalısmalarda ele alınan örnekleme ve kullanılan yöntemlere göre degisebildigi görülmektedir. Bu tez çalısmasında öncelikle konuyla ilgili yapılan çalısmalar arasında karsılastırmalı bir analiz yapılabilmesi amacıyla, enflasyon hedeflemesiyle ilgili literatür taranarak, çalısmalarda kullanılan örneklemler, yöntemler ve bulgular bir tablo halinde sunulmustur. Ayrıca, çalısmada enflasyon hedeflemesinin uygulandıgı ülkelerde etkin olup olmadıgının yanında, gelismis ve gelismekte olan ülkeler ayrı ayrı ele alınarak, ?ülkelerin ekonomik gelismislik düzeylerinin enflasyon hedeflemesinin etkinliginde etkili olup olmadıgı? arastırılmıstır. Buna ek olarak, enflasyon hedeflemesinin uygulamaya yönelik teknik özelliklerinden olan hedefin nokta hedef ya da bant hedefi olarak belirlenmesinin de enflasyon hedeflemesi politikasının basarısında nasıl bir fark yarattıgı incelenmistir. Tezdeki analiz panel veri ve GMM (Genellestirilmis Momentler Metodu) tahmin teknigi kullanılarak yapılmıstır. Tezin bulguları sunlardır: 1) Enflasyon hedeflemesi hem gelismis hem de gelismekte olan ülkelerde enflasyonu düsürmede basarılıdır. 2) Gelismekte olan ülkelerin enflasyonda sagladıgı düsüs gelismis ülkelere göre çok daha fazladır. 3) Nokta hedef uygulayan ülkelerde enflasyonda saglanan düsüs bant hedefi uygulayanlara göre de daha büyüktür. 4) Enflasyon hedeflemesi, uygulandıgı gelismekte olan ülkelerde büyümeyi azaltmıstır. Bununla birlikte gelismis ülkelerde enflasyon hedeflemesinin büyümeyi negatif yönde etkiledigi yönünde tam olarak net bir sonuca varılamamıstır

Since inflation targeting was first implemented in New Zealand in 1990, it has been discussed whether it is successful or not in the countries that it was implemented. When we examine the studies in the literature, we see that the results on the effectiveness of inflation targeting differ according to the sample and econometric methods used. In this thesis, primarily, with the aim of making comparative analysis between the studies in this field, we represented the samples, methods and findings of these studies as a table. Also in this study, besides the effectiveness of inflation targeting, by dividing countries as developed and developing, we examined if there is a relationship between the effectiveness of inflation targeting and economic development of countries. In addition to this, we examined how countries? decision of using target range or point target affects the success of inflation targeting. The analysis in this thesis is based on dynamic panel data and GMM (Generalized Method of Moments) estimation technique. The findings of this thesis are: 1) Inflation targeting is successful in reducing inflation in both developed and developing countries. 2) The reduction of inflation in developing countries is greater than developed countries. 3) The countries that use point target are more successful in reducing inflation than countries with target range. 4) Inflation targeting reduced the growth rate in developing countries it is implemented. However, we could not find any certain result that inflation targeting has a negative effect on growth rate in developed countries
