Kamu yöneticilerinin siyasal ve yönetsel ahlaki davranış tipleri : Pamukkale Üniversitesi örneği

Abstract

Çalışmada siyasal-yönetsel ahlak ve siyasal-yönetsel yozlaşma kavramları incelenmiştir. Siyasi ve yönetsel yozlaşamaya sebep olan ahlaki davranışları açıklayabilmek için bireyin ahlak gelişimini anlatan teoriler üzerinde durulmuştur. Günümüz Türkiye’sindeki siyasi ve yönetsel yozlaşmalar sadece bugüne ait olmayıp geçmişten günümüze miras olarak gelmişlerdir. Bu durumun nedeni de ülkenin geçirmiş olduğu siyasi kültürel ve ekonomik değişimler olarak açıklanabilir. Pamukkale Üniversitesi yöneticileri üzerinde Steinberg ve Austern’in çalışmasından hareketle yapılan bu çalışmanın Türk Kamu Yönetiminde yöneticilerin hangi tür ahlaksal davranış tipini sergilediği konusunda bir fikir vermesi amaçlanmıştır. 121 yöneticiden oluşan örneklem grubundan elde ettiğimiz sonuçlar da Türk Kamu Yönetiminde yönetici personelin daha çok görevci bir ahlaksal tutum sergilediği görülmüştür.

In this study, the concepts of political-administrative morality and politicaladministrative corruption are examined. In order to explain the moral behaviors that cause political and managerial degeneration, theories about the moral development of the individual are emphasized. The political and administrative corruption in Turkey is not only the results of today’s events but also comes from the past to the break down of today as an inheritance. The reason for this situation can be explained as the political, cultural and economic changes experienced by the country. Based on Steinberg and Austern's work on the administrators of Pamukkale University, this study is intended to give an idea about what kind of moral behavior the administrators exhibit in Turkish public administration. In the results, which obtained from the sample group consisting of 121 managers, it was seen that the administrative personnel in Turkish public administration exhibite a moral attidue more based on merits and rules.
