Türkiye ve AB ülkelerinde sosyal güvenlik primlerinin istihdam üzerindeki etkileri

Abstract

Sosyal Güvenlik kısaca; toplumsal hayatta bireyleri etkileyen fizyolojik, ekonomik ve sosyal risklere karşı bir dizi kamu önlemi ve toplumun kendini garanti altına almasıdır. Günümüzde, çağdaş demokratik sosyal hukuk devleti ilkesini benimsemiş tüm ülkeler vatandaşlarını sosyal güvenlik şemsiyesi altına almak zorundadır.Bugünkü anlamda sosyal güvenlik sistemleri Batı Avrupa'da Sanayi Devrimi'nden sonra, özellikle işçi sınıfının doğmasıyla ortaya çıkmıştır. Osmanlı İmparatorluğu döneminde doğal, dinsel, aile içi ve meslek içi dayanışma modelleriyle ortaya çıkan sosyal güvenlik anlayışı, cumhuriyetin kurulmasının ardından daha çağdaş ve kurumsal bir nitelik kazanmıştır.Bu çalışmada sosyal güvenlik kavramı ve tarihi gelişimi, Türkiye ve Avrupa Birliği ülkelerinde sosyal güvenlik sistemleri incelenmektedir. Ayrıca istihdam ve kayıt dışı ekonomi konuları ele alınmaktadır. Sosyal güvenlik pimlerinin istihdam ile ilişkisi de ele alınan bir diğer konudur

Social security refers to the guaranteing of the society itself and taking a number of public measures against physiological, economic, and social risks affecting the individuals in social life. In our modern age, all the countries having adopted the principle of modern, democratic and social state of law are required to bring their citizens together under the same roof of their social security systems.The social security system, in its modern sense, came into existence in Western Europe after the Industrial Revolution, especially with the rise of the proletariat. Having emerged as the natural, religious, domestic and vocational solidarity models during the Ottoman Empire, the understanding of social security began to gain more contemporary and institutional significance, following the foundation of the Republic.This study tries to gain an insight into the concept of social security, its historical development, and the social security systems in Turkey and EU countries. Besides, the issues of employment and informal sector were also included in the study. The correlation between social security premiums and employment is yet another subject addressed in this study.
