Türk siyasal hayatının yeni yüzlerinden biri: Hak ve Eşitlik Partisi

Abstract

Hak ve Eşitlik Partisi (HEPAR) 4 Eylül 2008 tarihinde kuruldu, HEPAR'ın Genel Başkanı Osman Pamukoğlu'dur. Osman Pamukoğlu partinin kuruluşundan 36 gün önce ?Anadolu ve Trakya'da yaşayan Türk Halkı Bu Çağrı Size? isimli bir bildiri yayınlamıştır. Osman Pamukoğlu, bu bildirinin yayınlanmasından sonra çok kısa bir süre içerisinde parti teşkilatının kurulması ve birçok il/ilçede örgütlenmesi nedeniyle, HEPAR'ın halkın talebi ile kurulan bir parti olduğunu belirtmektedir. Pamukoğlu, partinin ?halkçı, milliyetçi ve sosyal adaletçi? bir ideolojide olduğunu belirtmektedir. Söylemlerinde ortaya çıkan Avrupa Birliği ile ilişkilerin dondurulacağı, PKK ile mücadelede 365 günde dağların temizleneceği, AKP iktidarının halkı uyuttuğu ve avuttuğu söylemleri dikkat çekmektedir. Pamukoğlu, aynı zamanda partinin söylemleri ile diğer partiler arasında hiçbir benzerliğin bulunmadığını iddia etmektedir. Kuruluşundan günümüze yaklaşık 800.000 üyesi olduğunu iddia eden parti 12 Haziran 2011 seçimlerinde iktidara gelmeyi hedeflememiştir. Ancak hem Yargıtay Cumhuriyet Başsavcılığı'ndan edinilen bilgiler, hem de 12 Haziran 2011 seçimlerinin sonuçları, Osman Pamukoğlu ve HEPAR'ın söylemlerinin tersine verileri ortaya koymaktadır. Osman Pamukoğlu'nun görsel ve yazılı basında yer alan açıklamalarıyla, bu çalışma sırasında gerçekleştirilen röportajdaki söylemleri ve parti programları değerlendirilerek, iktidar hedefinde olan partinin yapısı, iç/dış siyaset ve ekonomi üzerine hedefleri değerlendirilmek istenmiştir. Ülkemizde yapılan siyasal katılma araştırmaları incelenmiş, partinin ürettiği popülist politikalar, simgeler ve semboller de değerlendirmeye tabi tutulmuştur. Seçmenin HEPAR'ın ürettiği politikalara ve HEPAR'a benzer nitelikteki partilere verdiği reaksiyonlar üzerinden 2011 seçimlerinde meclise girebilme ihtimali değerlendirmeye tabi tutulmuş, 12 Haziran 2011 seçimlerinin genel bir değerlendirmesi de yapılmıştır. Rights and Equality Party (HEPAR) was established on 4 September 2008, Osman Pamukoğlu is the General Chairman of HEPAR. 36 days before the party's establishment, Osman Pamukoğlu issued a statement called ?the Turkish people living in Anatolia and Thrace, this call for you.? After publishing this report and as the party organization constructed so soon and organize in many cities, Osman Pamukoğlu indicates that HEPAR was constructed with the demand of the public. He says that, the party has an ideology which is populist, nationalist and social justice. Pamukoğlu?s speech indicates frozen relations with European Union, terrorism of PKK will be cleared in 365 days and finally the governing party AKP are issuing propaganda to the public. He also claims there is no similarities between his party and the other party?s additionally. The party which claims having 800.000 member since the foundation until today has aimed to power during the elections on 12th June 2011. However, both the data coming from Supreme Court Office of the Prosecutor and the results of the election in 2011 show the opposite of the rhetoric by Osman Pamukoğlu and HEPAR. Osman Pamukoğlu's visual and written descriptions in the press, the rhetoric of the interview conducted during this study and evaluation of programs in the party, which is the target of the ruling party's structure, internal/external politics and economics are required to be evaluated on the goals. The political researches were analyzed, the power politics and symbols producted by the party were also included into the conclusions. According to the reactions on HEPAR?s politics and the other parties resembling to HEPAR, the conclusions made the possibility of the party?s entrance into the assembly.
