Türkiye’de siyaset bilimi ve kamu yönetimi eğitim-öğretimi : Alanyazınsal gelişim ve eğilimler

Abstract

Siyaset bilimi ve kamu yönetimi eğitim-öğretim faaliyetleri açısından günümüzde ortak tarihsel değerlendirmelere ihtiyaç duyulmaktadır. Dünyada siyaset bilimi ve kamu yönetimi programlarına dair eğitim-öğretim alanyazını güçlü ve zengin olan ABD, Kanada, İngiltere, Avustralya gibi gelişmiş ülke örnekleri vardır. Türkiye’de de Siyaset Bilimi ve Kamu Yönetimi eğitim-öğretiminin gelişimini tarihsel boyutuyla irdelemek alana önemli katkı sağlayacaktır; çünkü Türkiye’de ilgili yazın dağınıktır, kesintili ve sınırlı gelişim göstermektedir. Belirli bir bölümün/programın eğitim-öğretim tarihinin derinlemesine incelenmesi ele alınan bölümle/programla ilgili olarak şu açılarından faydalar sağlamaya adaydır: 1) tarihsel gelişimi izlemek ve yeni nesillere aktarmak; 2) tarihsel bellek oluşturmak; 3) günümüz ve gelecek için dersler çıkartmak; 4) unutulmaya yüz tutan ve/veya kolayca farkına varılamayan veya erişimi güç olan eserlerin varlığını ve önemini hatırlatmak. Bu faydaların gerçekleştirilmesi, siyaset bilimi ve kamu yönetimi alanlarındaki eğitim-öğretimin tarihsel gelişiminin incelenmesini ve değerlendirilmesini gerektirir. Türkiye’de ve uluslararası yazında birçok eser sadece siyaset bilimine veya sadece kamu yönetimine odaklanmaktadır. Türkiye’de her iki alanı birlikte ele alan ve/veya aralarındaki bağlantıları gerek disiplin gerekse eğitim-öğretim açısından açıkça ve doğrudan sorgulayan çalışmalar oldukça azdır. Bu çalışma hem Siyaset Bilimi ve Kamu Yönetimi eğitim-öğretiminin gelişimini birlikte değerlendirmeyi amaçlamakta, hem de ana tartışmalar arasında fark edilme ihtimali düşük bulunan bulguları, tarihsel eğilimleri ve gelişmeleri de alanyazına kazandırmayı hedeflemektedir. Çalışmada, alanyazınsal inceleme yöntemiyle Siyaset Bilimi ve Kamu Yönetimi dersleri, bölümleri ve programlarının tarihsel gelişimi ve eğilimler ortaya konularak değerlendirilmektedir.

Today, common historical assessments are needed in terms of political science and public administration education. There are global examples of developed countries with strong educational literatures on political science and public administration programs such as the United States, Canada, England and Australia. Examining the development of Political Science and Public Administration education in Turkey from a historical perspective would be a significant contribution to the field; that is because the related literature in Turkey is disorganized, discontinuous and limited in development. In-depth examination of the educational history of a certain department/program may be beneficial for the said department/program in terms of the following factors: 1) monitoring historical development and handing it down to new generations; 2) creating a historical memory; 3) drawing lessons for the present and the future; 4) reminding the existence and importance of works that are forgotten/unnoticed or hard to access. The realization of these benefits requires the examination and evaluation of the historical development of education in the field of political science and public administration. Many works in Turkey and the international literature are focused on only political science or only public administration. In Turkey, there is a limited number of studies that evaluate both fields in conjunction with each other and/or directly examine the connections between the two in terms of both discipline and education. The present study aims to evaluate the development of both Political Science and Public Administration education in conjunction with each other and contribute to the literature with findings, historical trends and developments that were overlooked during the main discussions. In the study, the historical trends and development of political science and public administration courses, departments and programs are revealed and evaluated using an extensive literature review method.
