Üniversite bütçelerinin analizi

Abstract

Bu çalısmanın amacı; bir ülkenin kalkınmasında ve ekonomisinin büyümesinde en önemli rolü oynayan yüksek ögretim kurumlarının en büyük finansman kaynagı olan bütçe ödeneklerinin incelenmesidir. Çalısma üç bölümden olusmaktadır. lk bölümde konu teorik bir çerçevede ele alınırken ikinci bölümde analize baslangıç safhası, üçüncü bölümde ise analiz kısmına deginilecektir. Yüksek ögretim hizmetlerinin teorik düzeyde incelendigi birinci bölümde, yüksek ögretim kavramının tanımlanması, maliye bilimi içerisindeki yeri, dıssallıkları ve devletin müdahale sebepleri incelenecektir. kinci bölümde, yüksek ögretimin finansmanı incelenecek ve Türk Yüksek Ögretim sistemi hakkında bilgiler verilecektir. Çalısmamamızın son kısmı olan üçüncü bölümde ise, yüksek ögretim kurumlarına aktarılan bütçe ödeneklerinin ve yüksek ögretim kurumlarının harcamalarının gelisimleri ve bilesimleri incelenecektir. Çalısmamızdaki sayısal verilerin birçogu www.yok.gov.tr, www.tuik.gov.tr, www.muhasebat.gov.tr web adreslerinden saglanmısmıs olup, tarafımızca 1987 yılı temelli deflatör serileri kullanılarak veriler reel hale getirilmistir.

The objective of this study is; analyzing budget appropriations that biggest financial source of higher education institutes having most important to development and economical improvement of a country. The study is consisting of three sections. While in the first section to deal with the subject matter in the theoretical analyses, in the second section stage of begin analyze, in the third section stage of analyze is touch on. At the first section which higher education services are theoretically analyzed, higher education concept was declared, at the place of public finance, that?s externalities and reasons of influence to government is analyzed. In the second section, financing of higher education is examined and Turkish higher education system is introduced. In the last section, budget appropriations which transferred to higher education institutes and expenditures of higher education institutes, progresses and combinations are examined. In the study?s most of the statistically dates was supplied from www.yok.gov.tr, www.tuik.gov.tr, www.muhasebat.gov.tr web sites and this dates was transformed in to reel dates whereby 1987 based deflation series
