Ulus-devletin oluşumunda milliyetçi ideolojinin etkisi

Abstract

Ulus devlet oluşumu, her ülke özelinde kendine özgü koşullarda gelişmesi sebebiyle farklı sonuçlar doğurmuştur. Türkiye'deki durum Türkiye Cumhuriyeti'nin kurulması ve Kemalist ulusçuluk anlayışı ile yurttaşlarının yaratılması sürecinde gelişmiştir. Türkiye Cumhuriyeti'nin, Osmanlı İmparatorluğundan doğan bir devlet olması sebebiyle, geçmişinden bağımsız olarak bir ulus-devlet yaratma süreci dikkat çekici bazı özellikler taşımaktadır. Çalışmamızda, bu özelliklere ana hatlarıyla değinmek suretiyle yer verdik. Çünkü süreç, bir devletin rejiminden başlayarak, bütün kurumlarına, yurttaşlarına kadar topyekün dönüştürme sürecidir. Dolayısıyla, konumuz kapsamında, ulus kavramının unsurlarına değinerek genel bir ulus tanımı yapmaya, ulusçuluk ideolojisinin farklı süreçlerine ve farklı tanımlarına değinerek, ulus devletin bu ideolojiyi, kendi ulusunu belirlemek için hangi araçlar aracılığı ile kullandığı nı belirlemeye çalıştım. Dönemsel olarak kısıtlayıcı zaman dilimi Erken Cumhuriyet dönemi olmasına rağmen, Kemalist Ulusçuluğun tarihsel arka planı olan Osmanlı Devleti'ndeki Osmanlıcılık, İslamcılık, Türkçülük akımlarından Kemalist ulusçuluğun doğuş sürecine ve Kemalist ulusçuluğun yansımalarının sürdüğü Köy Enstitüleri'nin kapatıldığı yıllara kadar, Kemalist ulusçuluk temelinde bu topyekün dönüştürme sürecine değindim. Mustafa Kemal Atatürk'ün bizzat kendisinin ilgilendiği bir proje olan, siyasal, ekonomik, sosyolojik, kültürel olarak toplumun dönüştürülme projesi kapsamında, Türkiye Cumhuriyeti Devleti ulus inşası sürecinde kendine özgü bir takım yaratımlara sahip olmuştur. Bu yaratımlar, Kemalist ulusçuluk temelinde Türkiye Cumhuriyeti Devleti'nin modernleşme süreci ile de ilgili olmaktadır. The formation of the nation-state, due to the fact that it is developing in each country on unique circumstances has led to different results. The situation in Turkey has developed in the processes of establishment of Turkish Republic and creation of Kemalist nationalism understanding along with the citizens. The process of Turkish Republic's creating a nation-state independent of its own history, because of it was rooted from the Ottoman Empire, had some remarkable features. In our study, we have included these features, referring to the main lines. Because it was, starting from a regime of a state, a process of overall converting all the institutions and the citizens. Therefore, within the scope of our content, we have tried to make general description of nation by referring to the elements of the concepts of the nation; by referring to various processes and definitions of nationalist ideology, to determine how the nation-state used this ideology with what means in order to determine its own nation. Even though our periodically restrictive time interval was Early Republican period, we mentioned the overall converting which was based on Kemalist nationalism, along with the periods from Ottomanism, Islamism and Turkism in the Ottoman Empire which were the roots of Kemalist Nationalism to the genesis process of Kemalist Nationalism and to the years in which the County Institutes, where the reflections of Kemalist Nationalism still lasted, were closed. Within the scope of converting the society politically, economically, sociologically and culturally, which was a project that M.K. Atatürk dealt with personally, the Turkish Republic developed some specific creations. These creations, in the basis of Kemalist nationalism, were also related to the modernization process of the Turkish Republic.
