Türkiye'de ilçe yönetiminin idari sorunları: Acıpayam, Buldan ve Serinhisar örnekleri

Abstract

lçelerin, Türk yönetim sistemi içindeki yerini ve sorunlarını belirlemek amacıyla hazırlanmı olan bu tezde, ilçenin mevcut idari yapı içindeki konumu ve sorunları ortaya konulmaktadır. lk iki bölümde yönetim ve kamu yönetimi gibi temel kavramlara yer verilerek Türkiye'deki yönetim yapısı genel olarak incelenmitir. Üçüncü bölümde Türkiye'deki ilçe yönetimi irdelenmekte, ilçe yönetimini oluturan kaymakam, ilçe idare kurulu ve ilçe ube bakanlarının görevleri ve ilçenin mali yapısı hakkında bilgi verilmektedir. Dördüncü bölümde yeni ilçe kurulmasının gerekçeleri ve salayacaı yararlar üzerinde durularak ilçe yönetiminin verimlilii ele alınmaktadır. lçeleri ilevsizletiren, verimliliini azaltan yönetsel, hukuksal, siyasal, mali sorunlar üzerinde durulmaktadır. Beinci bölümde ilçe yönetiminin idari sorunları bütün olarak ele alındıktan sonra yeni ilçe yönetiminin sahip olması gereken özellikler üzerinde durulmaktadır. Kırsal alan yönetim birimi olarak ilçe özel yönetimi kurulması ve bu birime tüzel kiilik kazandırılması önerisi incelenmektedir. Bu çerçevede, ilçelere özerk bir bütçe verilmesi ile ilevselliinin artırılması ve fonksiyonlarını yerine getirmesinin salanması önerilmektedir. Uygulama kısmında, Acıpayam, Buldan ve Serinhisar ilçelerindeki alan aratırmalarında; ilçeler ve sorunları hakkında ayrıntılı bilgi verilmektedir. Bu üç ilçenin sosyo-ekonomik gelimilik karılatırması da yapılarak özelde bu üç ilçenin, genelde Denizli'deki ilçelerin sorunları, gelimilii, etkinlii ve ilevsellii tartıılmaktadır. Son bölümde Türk yönetim düzeninde ilçe üzerine genel ve özel tespitler yapılarak, hem ilçe yönetim sistemin iyiletirilmesine hem de ilçelerin idari sorunlarının hafifletilmesine katkıda bulunacak çözüm önerileri sunulmaktadır.

In this thesis, which prepared for the aim of specifying the problems and place of districts in the Turkish management system, the place of the district in the current managerial system is determined. Management structure in Turkey is analyzed in general by discussing basic concepts like management and public management at the first two chapters. At the third chapter, the district management in Turkey is discussed; the information is given about qaimacam, district administrative council, district branch chief which constitute district management and district?s economic structure. At the fourth chapter, the efficiency of district management is discussed by emphasizing reasons and benefits of establishment of new districts. The problems which make the district nonfunctional and the managerial, legal, political and economic problems which decrease the efficiency of the districts is emphasized. At the fifth chapter, the characteristics of an ideal district management are discussed, after examining entire managerial problems of districts. Establishing special districts as rural area management units and the proposal of getting legal personality to these units are investigated. In this frame, increasing functionality is proposed by giving autonomous budget to districts. At the application chapter, the information about districts and their problems are given in detail at the field investigation at the districts of Acıpayam, Buldan and Serinhisar. Problems, developments, effectiveness and functionality of these three Districts in particular and the districts of Denizli in general are discussed by comparing social-economic development of the district of these districts. At the last chapter, suggestions for lightening managerial problems and improving district management system are presented. Thesis shows that general and special arrangements on district management within the Turkish management system are urgent needs.
