Yerel yönetimler ve stratejik planlama: Modeller ve uygulama örnekleri

Abstract

Günümüzde, siyasetten ekonomiye, şirket yönetiminden kamu yönetimine, bilimden teknolojiye kadar, bireylerin, kuruluşların ve devletlerin yapısında uzun vadeli etkilere yol açacak, çok önemli değişim ve gelişim süreci yaşanmaktadır. Bu süreci yönetmenin öne çıkan tekniklerinden birisi de stratejik planlama ve stratejik yönetim olmuştur. Bu çalışmada stratejik planlama ve yönetim yaklaşımı yerel yönetimler yönünden ele alınmaktadır. Ekonomik açıdan yerel yönetimlerin kaynaklarının kıt olması, siyasal açıdan ise yurttaşların katılım isteklerinin artmasına rağmen hesap verebilirlik ve kaliteli hizmet yönündeki eksiklikler yerel yönetimlerde stratejik planlama konusunun önemini artırmaktadır. Stratejik planlamanın yerel yönetimlere özgü özellikler dikkate alınarak uyumlaştırıldığı, stratejik planlama sürecinin bilinçli biçimde uygulandığı, farklı örneklerden yararlanıldığı takdirde yerel yönetimlerde de başarılı olabileceği iddiası çalışmaya konu olmuştur. Çalışmanın birinci bölümünde; strateji, planlama ve stratejik planlama kavramları genel olarak ele alınmaktadır. İkinci bölümde, stratejik yönetim sürecinin aşamaları DPT Stratejik Planlama Modeli çerçevesinde ayrıntılı olarak incelenmektedir. Üçüncü ve son bölümde ise; yerel yönetimler, yerel yönetimlerde planlama ve stratejik planlama ile değişik yerel stratejik planlama uygulama örnekleri irdelenmektedir.

Nowadays from politics to economics, from management to public administration, as well as to science and technology there has been witnessed very significant changes and development process, which would bring long term effects on individuals, corporations and state structures. One of the primary techniques in managing this process has been planning and strategic management. This thesis studies strategic planning and governing approach in terms of local governments. The economical factors such as scarce resources of the local governments, as well as the political factors such as the deficiencies in terms of accountability and qualified service in front of the rising participation demands of the citizens amplify the importance of the subject of strategic planning in local governments. This study is based upon the argument that if strategic planning is modified in accordance with the peculiarities of the local governments; if strategic planning is deliberatively applied; and if, in the meantime, different cases are considered and benefited, then strategic planning would be efficient and successful in local governments. The first chapter of the study elaborates on strategy, planning and strategic planning concepts. In the second chapter, different stages of the strategic management process are scrutinized within the framework of the DPT Strategic Planning Model. In the third and the last chapter, local governments, planning and strategic planning in the local governments, and different cases of the local strategic planning are examined.
