İlköğretim okulu yöneticilerinin yetki kullanımında ve yetki devrinde yaşadıkları sorunlar

Abstract

Bu arastırmanın amacı, Denizli l Merkezi'nde bulunan ilkögretim okulu düzeyindeki tüm okullarda görev yapan okul yöneticilerinin yetki kullanımında ve yetki devrinde karsılastıkları sorunlara iliskin algılarını tespit etmektir. Bu arastırmanın verileri 2004?2005 egitim ögretim yılı bahar döneminde toplanmıstır. Veri toplama aracı olan ölçek formu 105 ilkögretim okulunda uygulanmıs, toplam 211 ölçek degerlendirilmeye alınmıstır. Arastırmanın çözümlenmesine ?SPSS 11 for Windows? paket programı kullanılmıstır. Arastırmada grup ortalamaları arasındaki farkın anlamlı olup olmadıgı ?t-testi? ve ?Tek Yönlü Varyans Analizi?, farkın hangi gruplar arasında oldugu ?Scheffe Testi?, teknikleriyle arastırılmıstır. ?Okul binası ve tesislerinin bakım ve onarımının düzenli bir sekilde yapılamamasında?, ?Yetki devri sürecinde astların kendine güvenememesi? alanlarında okul yöneticilerin sorun yasadıkları ve katılma derecelerinin ?Çogu Zaman? oldugu saptanmıstır. ?Okulun yeterli düzeyde aydınlatılamamasında?, ?Saglık ve askerlik islerinin yapılamamasında?, ?Devredilen yetkinin amaçlarının ve kapsamının ortaya konulamamasında?, ?Devredilen yetkinin geri alınamamasında? alanlarında okul yöneticilerin sorun yasamadıkları ve katılma derecelerinin ?Hemen Hemen Hiçbir Zaman? oldugu saptanmıstır.

The purpose of this research is to define the principals? perceptions of the problems they face in carrying out their responsibilities and in delegating their authorities, in the schools at the level of primary school in the Provincial Center of Denizli. The data of this research were collected during the spring term of 2004- 2005 academic year. The data collection instrument was applied in 105 primary schools and 211 scales were taken into evaluation in total. ?SPSS 11 for Windows? package program was used in the analysis of the research. In the research, it was tried to be found out whether the difference between group averages was meaningful through ?t-test? and ?one-way variant analysis? and between which groups there was a difference through ?Scheffe Test? techniques. It was found out that the administrative staff of the schools had problems in ?The school building and the facilities should be repaired and maintained regularly.? and ?My subordinates don?t have self-confidence.? and that their participation in this was ?Mostly?. It was found out that the administrative staff of the schools did not have any problems in ?Insufficient enlightment of the schools?, ?Carrying out the procedures related to health and military service?, ?Statement of the objectives of devolution of authority? and ?Getting back the delegated authority? and that the level of their participation in this was ?Almost Never?.
