Yerel siyasetin yeniden ölçeklenmesi: Denizli örneği

Abstract

Bu çalışma, Denizli yerel siyasetinin 1973 ve 2009 yerel yönetim seçimleri arasında geçen süredeki devamlılıklarını ve kırılmalarını, seçilmiş belediye başkanlarının görev sürelerini temel alarak, belediye başkanlarının ‘yerel düzeyde koalisyonlar inşa etme’ sorunsalıyla birlikte değerlendirmeye çalışmıştır. 1980 sonrası ihracata dayalı sermaye birikimi, Denizli’nin kentsel sorunlarını yerel siyasal düzeyde daha da problematik hale getirmiş ve Denizli açısından yerel siyaset, uzunca bir süre temel belediyecilik hizmetlerinin sunumundaki sorunlarla eş tutulmuştur. Diğer yandan, yerel düzeyde farklı aktörler arasında birliktelikler kurma konusunda da sorunlar yaşayan belediye başkanları, Ankara’nın kaynaklarını kente aktarma konusunda engellerle karşılaşmıştır. Bu durum, uzunca yıllar parti siyasetine mesafeli duran Denizli yerel burjuvazisinin bir platform nezdinde bir araya gelmeleri ve aktif siyaseti etkileme çabalarıyla dönüşüme uğramış; bir dönem platform sözcülüğü de yapan Nihat Zeybekçi’nin belediye başkanı olması, Denizli kentinin yerel siyaset deneyimini yeniden ölçeklendirmiştir. Çalışma kavramsal olarak devletin yeniden ölçeklenmesi tartışmalarını başat kabul etmiş fakat kavramın Keynesgil ülkelerdeki açıklayıcılığının, sanayileşmesini geç tamamlayan ülkelerde de geçerli olması adına, Türkiye’de kapitalizmin gelişimini dönemler halinde irdelemiştir. Türkiye’nin yerel siyaset deneyimi çalışma için önemli olmuş ve Denizli’nin, Türkiye’nin yerel siyaset panoramasıyla uyumlu ve uyumsuz yönleri de derinlikli biçimde ele alınmıştır. Çalışmanın birinci bölümü, literatür taraması bağlamında temel sorunsalın ortaya çıkmasını ele almıştır. İkinci bölümde, yerel siyaset üzerine temel yaklaşımların tartışılmasının ardından devletin yeniden ölçeklenmesi ve yeni kentsel siyaset tartışmalarının öne çıkan özellikleri, Türkiye deneyimini açıklayıcı biçimde tartışılmaya çalışılmıştır. Çalışmanın üçüncü bölümünde, Türkiye’nin yerel siyaset panoramasının öne çıkan özelliklerine değinilmiştir. Son bölümde, çalışmanın inceleme nesnesi olan Denizli yerel siyasetinin tarihsel süreçte temel belirleyici noktaları üstünde yoğunlaşılmıştır. Özellikle Denizli’nin yerel siyaset deneyiminin yerel burjuvazinin girişimiyle birlikte dönüşümü, ‘yeni kentsel siyaset’ kavramsallaştırmasıyla birlikte ele alınmıştır. Çalışma, sonuç ve genel değerlendirme kısmıyla sonlanmaktadır.

This study tries to evaluate the continuity and change of local politics of Denizli, between 1973 and 2009 local elections, by emphasizing to the problem of local coalition building at local level of elected mayors. After 1980, the rise of the export-based capital accumulation made the urban problems of Denizli even more problematic at the local political area and local politics was equated with the problems in the provision of basic municipal services for a long time for Denizli. On the other hand, mayors who had problems in establishing coalitions between different actors at the local level faced obstacles in transferring Ankara's resources to the City. This has been transformed by the efforts of the local bourgeoisie of Denizli, which has been remained distant itself from party politics for a long period, with a platform to influence active politics. Nihat Zeybekçi, who also served as the platform spokesman for a period, re-scaled the local political experience of the city of Denizli.The study conceptually adopted the discussions of the state re-scaling literature but to harmonise the validity of the mentioned concept for the countries which experienced late industrialization, development of capitalism of Turkey was analysed into the historical periods. The experience of local politics of Turkey was also important for the study and Denizli’s compatible and incompatible features with the experience of Turkey were also tried to discuss in detail. The first part of the study addressed the emergence of the main problematic in the context of literature review. In the second part, after the discussion of the basic concepts of local politics, highlights of the state re-scaling and new urban politics literature were discussed to illustriate the experience of Turkey. In the third part of the study, the highlights of the history of local politics of Denizli were discussed. In the last chapter, the main aim of the study was to examine the main determinants of local politics of Denizli. In particular, the transformation of Denizli's local political experience with the initiative of the local bourgeoisie has been considered together with the conceptualization of the new urban politics literature. The study ends with the conclusion and general evaluation.
