Ege Bölgesi il ve büyükşehir belediyelerinde stratejik planlama ve performans esaslı bütçeleme ilişkisi

Abstract

Günümüzde, yerel ve merkezi yönetimlerin yapısında temel etkiler yaratacak önemli değişiklikler yaşanmaktadır. Bu dönemde stratejik yönetim ve performans esaslı bütçeleme ön plana çıkan kavramlar olmuştur. Yerel yönetimlerin kıt kaynakları etkin kullanma arayışları stratejik planlama ve performans esaslı bütçeleme konusunun önemini artırmaktadır. Bu çalışmanın amacı belediyelerde stratejik planlama ve performans esaslı bütçeleme ilişkisini incelemektir.Çalışmada stratejik planlama kavramına kavramsal ve tarihsel çerçeveden bakılmaktadır. Ayrıca performans ve performans esaslı bütçeleme kavramları genel olarak ele alınmaktadır. Türkiye’de belediyelerde stratejik planlama ve performans esaslı bütçeleme sistemi ayrıntılı olarak incelenmektedir. Çalışmada örneklem olarak Ege Bölgesi il ve büyükşehir belediyeleri kullanılmıştır. Araştırmada belediyelerin stratejik planlarının ve bütçelerinin içerik analizi gerçekleştirilmiştir. Belediyelerde stratejik plan ve performans esaslı bütçeleme ilişkisi kıyaslama tekniği ile incelenmiştir. Bulgular iki belediye hariç tüm belediyelerde stratejik plan ve bütçe ilişkisinin zayıf olduğunu göstermektedir. Yasaya göre gerekli olan performans ve stratejik planlama arasındaki ilintinin dikkate alınmadığı gözlenmiştir. Bulgulara dayalı olarak stratejik planların diğer tüm planlarla (kalkınma planları, hükümet programları, orta vadeli planlar, bölgesel planlar gibi) tam bir uyum içerisinde hazırlanması önerilebilir.

Nowadays, important changes take place that will create fundamental effects on the structure of central and local governments. In this period, strategic management and performance-based budgeting are the prominent concepts. The search of local governments to use scarce resources effectively increases the importance of strategic planning and performance-based budgeting. The aim of this study is to examine the relationship between strategic planning and performance-based budgeting in municipalities.The study examines the concept of strategic planning from a conceptual and historical perspective. In addition, performance and performance-based budgeting concepts are discussed. Strategic planning and performance based budgeting system in Turkish municipalities are examined in detail. Provincial and metropolitan municipalities in Aegean Region are used as sample in the study. In the research, content analysis of the strategic plans and budgets of the selected municipalities is carried out. The relationship between strategic plan and performance-based budgeting in municipalities is analyzed using the benchmarking technique. The findings show that the strategic plan and budget relationship is weak in all municipalities except two. It is observed that the relation between performance and strategic planning required by the law is not taken into account. Based on the findings, it could be suggested that strategic plans should be prepared in full compliance with all other plans (such as development plans, government programs, medium term plans, regional plans).
