Sovyetler Birliği’nin Kazakistan politikası (1927-1938)

Abstract

Tez çalışmasında, 1927-1938 yılları arasında SSCB'nin Kazakistan bölgesinde Sovyet siyasetinin etkileri incelenmeye çalışılmıştır. Çalışmada SSCB'nin Kazakistan politikasından önce, XVIII-XIX yy Kazak topraklarında Çarlık Rus İmparatorluğu hakimiyet etkileri ortaya konulmuştur. Böylece Çarlık Rus İmparatorluğu’nun sömürgeleştirme politikası ve Stalin'in Sovyet döneminde uyguladığı baskıcı politikalar belirlenmiştir. SSCB, sosyalist bir politik sistem olması nedeniyle, Kazak SSC’nde uygulanan siyasi, ekonomi ve kültürel politikalar, Sosyalist bir inşa sonucunda ortaya çıkan politikalar olarak sunulmuştur. Ele alınan dönemde Kazak SSC’nde bu konuda meydana gelen değişmeler bu amaç ve araçlar doğrultusunda incelenmiştir. SSCB’nin 1927-1938 Kazakistan politikası Kazak halkının "tarihsel rolünü küçümsemek" için bazı "tarihsel adaletsizlik" ile ilişkili aşırı önyargıyı karakterize etmektedir. Tezde, Stalin'in yönetimi yıllarında Sovyet gücünün Kazak SSC’nin geleneksel tarımın kaldırılması, Kazak halkının geleneksel ekonomisinin sosyo-ekonomik biçimlerini zayıflatmak için önlemler, SSCB'nin kolektifleştirme, müsadere politikası ve kolektifleştirme politikasına karşı halk protestosu hususları ve Sovyet eğitim-kültür, sanat ve sağlık alanındaki gelişmeleri kapsamaktadır. Zorla kolektifleştirmenin geniş ölçekli planı sadece Kazakistan'daki hayvan çiftliklerinde ekonomik krize yol açmakla kalmamış, aynı zamanda Kazakistan'da sosyo-demografik sonuçlara da yol açmıştır. Bu çalışma, Sovyet kaynaklarından elde edilen tarihsel verilere dayanmaktadır.

The dissertation examined the effects of Soviet policy in the Kazakhstan region of the Soviet Union between 1927 and 1938.The study revealed the effects of the rule of the Russian Empire on the territory of the Kazakhs in the XVIII-XIX centuries before the policies of the Soviet Union in Kazakhstan. Thus, the policy of colonization of the Tsarist Russian Empire and the repressive policies implemented by Stalin during the Soviet period were determined. Since the USSR is a socialist political system, the political, economic and cultural policies carried out in the Kazakh USSR have been portrayed as the policies that arose as a result of socialist construction. In the period under discussion, the relevant changes in the Kazakh SSR were examined for this purpose and in accordance with the instruments. The policy of the Soviet Union in Kazakhstan in the years 1927-1938 was characterized by extreme prejudices combined with a "historical injustice" in order to underestimate "the historical role" of the Kazakh people. In the dissertation, the abolition of the entire traditional structure of the Kazakh SSR of Soviet power during stalin's rule, measures to weaken the socio-economic forms of the traditional economy of the Kazakh people, public protests against the Soviet Union's policy of collectiveization, confiscation and collectiveization and it covers developments in Soviet education-culture, art and health. The large area of forced collectivization not only led to an economic crisis in the animal farms in Kazakhstan, but also led to socio-demographic consequences in Kazakhstan.
