Abstract: This article assesses the administrative reform transferring by evaluating its necessity and major themes of the administrative reform transferring. Strategies for successful administrative reform transferring are emphasized. Special reference is given to New Public Management reforms perceived as a standard model of administrative reform for most countries in the 1980s and 1990s. It is argued that there is no single approach for reforming government or transferring administrative reform. In administrative policy transferring, every country needs to create an innovative perspective according to its economic, political and social circumstances rather than an imitative one. Japanese administrative reforms analyzed as an example of reform transferring from a historical perspective.
