Taksi şoförlerinin çalışma koşulları; Denizli ve İzmir illeri örneği

Abstract

Taksi sektörü, dünyanın her yerinde faaliyet gösteren bir ulaşım hizmeti olarak karşımıza çıkmaktadır. Bu sistem çatısı altında birçok insan istihdam edilmekte ve kazanç elde etmektedir. Bu çalışma da ise Denizli ve İzmir’de taksi sektöründe çalışanlarla görüşmeler gerçekleştirilmiştir. Çalışma kapsamında, nitel araştırma yöntemlerinden biri olan derinlemesine mülakat tekniği kullanılmış ve toplamda on sekiz kişi ile görüşme yapılmıştır. Bu görüşmeler doğrultusunda, taksi sistemi ve sistem içerisinde yer alan kişilerin çalışma koşulları ile birlikte sosyal güvenlik durumları sorgulanmıştır. Genel anlamda Türkiye, özel anlamda ise taksi taşımacılığı faaliyet alanına ilişkin resmi veriler de çalışma kapsamında ele alınarak değerlendirilmiştir. Elde edilen bulgular ve sorunlar çerçevesinde literatür taraması kısmında da farklı alanların çalışmalarına değinilmiştir. Taksi şoförleri uzun çalışma saatlerine maruz kalmalarının yanı sıra elde ettikleri ücretin de asgari ücret düzeyinin altında kaldığı görülmektedir. Diğer yandan sosyal güvenlik durumları ile ilgili noktada ise elde edilen ücret karşısında yüksek prim ödeme düzeyleri sebebiyle ve emeklilik dönemlerindeki emekli ücretleri öngörüsünün tatmin etmemesinden dolayı tercihen sosyal güvenceden uzak bir yapıda yer aldıkları ortaya çıkmaktadır. Taksi sektörünün dinamik ve işe giriş çıkış oranlarının yüksek olduğu bir hizmet alanı olmasından da kaynaklı, kayıt dışı çalışma durumlarının varlığına da vurgu yapılmaktadır. Bu bağlamda taksi sektörüne ilişkin denetim yapısının da düzensiz ve yüzeysel olduğu gözlemlenmektedir. Sektörün dağınık yapısı, taksi üzerinden gelir elde eden kişiler için zor bir çalışma biçimi olduğunu göstermektedir. Platform ekonomi içerisinde yer alan uygulamalar ve teknolojik gelişmeler bilinçli ve aktif kullanım sağlanması halinde hem taksi şoförleri hem de müşteriler noktasında kalite ve refah düzeylerinin artırılacağına dair bulguların yer aldığı değerlendirmeler yapılmaktadır.

The taxi industry is a transportation service operating all over the world. Many people are employed and earning income under the roof of this system. In this study, interviews were conducted with those working in the taxi sector in Denizli and İzmir. Within the scope of the study, in-depth interview technique, which is one of the qualitative research methods, was used and a total of eighteen people were interviewed. In line with these interviews, the taxi system and the working conditions of the people in the system, as well as their social security status, were questioned. Official data on Turkey in general, and on the field of taxi transportation in particular, were also evaluated within the scope of the study. Within the framework of the findings and problems, the studies of different fields are also mentioned in the literature review section. Taxi drivers are exposed to long working hours and their wages are below the minimum wage level. On the other hand, at the point regarding their social security status, it is revealed that they are preferably in a structure far from social security due to the high level of premium payment against the wages earned and because the prediction of retirement wages in the retirement periods is not satisfactory. The existence of unregistered employment is also emphasized, due to the fact that the taxi industry is a dynamic service area with high entry and exit rates. In this context, it is observed that the control structure regarding the taxi sector is also irregular and superficial. The scattered structure of the sector shows that it is a difficult way of working for those who earn income from taxis. Evaluations are made with the findings that the quality and welfare levels of both taxi drivers and customers will be increased if the applications and technological developments in the platform economy are used consciously and actively.
