Türkiye'nin kırmızı et üretim potansiyeli, politikası ve Avrupa Birliği'ne göre yönlendirilmesi

Abstract

Ill Türkiye kırmızı et üretimi ve teknolojisi, üretim-tüketim ilişkisi ve yıl içindeki dağılımları, uygulanan politikalar ve potansiyel üretim durumu ve Avrupa Birliği (AB)'ne üyeliği öncesinde ve sonrasında alınması gereken önlemler et teknolojisi ve sanayisi açısından hayati öneme sahiptir. Bu çalışmada şu konular ele alınarak değerlendirilmiştir: (1) Türkiye'de kırmızı et üretimi ve Türkiye'de kırmızı et üretiminin dünü, bugünü ve yarım, (2) kırmızı etin Türkiye ekonomisindeki yeri ve önemi, (3) Türkiye'de et sanayiinin üretim teknolojisinin durumu ve kırmızı et üretim potansiyeli, (4) Türkiye et sanayiinde kapasite durumu ve kırmızı et üretim- tüketim ilişkisi, (5) Türkiye'nin kırmızı et üretim politikası, (6) Türkiye'de kırmızı et ve cardı hayvan ihracat ve ithalat, (7) AB'nde hayvancılık ve et sanayiisinin durumu, (8) Türkiye'de hayvancılığın ve kırmızı et sanayiisinin AB'ne göre yönlendirilmesi ve (9) Türkiye'nin canlı hayvan ve kırmızı et sanayiisinin problemleri, çözüm önerileri ve alınması gereken önlemler. Türkiye'nin AB'ne tam üyeliği, bugünkü koşullar altında gerçekleşirse, hayvancılığın sürdürülmesi açısından büyük rizikolar taşıyacağı kanısına varılmıştır. Türkiye'nin AB'ne üyeliği öncesinde mevcut tarım ve hayvancılık politikalarını, AB'nin Ortak Tarım Politikalarına göre yeniden düzenlemesi gerekmektedir.

IV SUMMARY Turkey's red meat production and technology, production-consumption relationship and its distribution around year, applied policies and potential production state and required measures before and after membering to European Community (EC) have a vital importance with respect to meat technology and industries. In this study following subjects was evaluated: (1) red meat production in Turkey, and the past, today and future of red meat production of Turkey, (2) the state and importance of red meat in Turkey's economy, (3) the state of production technology of meat industries and red meat production potential of Turkey, (4) capacity of meat industries and red meat production-consumption relationships in Turkey, (5) red meat production policies of Turkey, (6) red meat and live animal export and import of Turkey, (7) state of animal production and meat industries in EC, (8) directing of animal production and red meat industries of Turkey toward EC, and (9) problems, its solution suggestions and required measures associated with live animal and red meat industries of Turkey. It is concluded that the exact membership of Turkey to EC if realized in today's conditions, without suspicious will have great risks with respect to continuity of animal production. Before Turkey's membership to EC, Turkish policies about agriculture and animal production may be redesigned with respect to associate agricultural policies of EC.
