Eartquake and the City in Words, Diagrams and Maps: the Example of Antakya

Abstract

06.02.2023 tarihinde 7.7 ve 7.6 Mw büyüklüğündeki depremler ile 20.02.2023 tarihinde 6.4 Mw büyüklüğünde gerçekleşen deprem, tarihi katmanlar ağına sahip Antakya'yı oldukça etkilemiştir. Depremin kente verdiği hasar ve yıkımlar doğrultusunda, tarihte defalarca kez yıkılmış ve yeniden inşa edilmiş Antakya, tekrar yeniden inşa süreciyle baş başa kalmıştır. Bu çalışmada haritalar ve diyagramlar kullanılarak, depremden sonra kamuoyunda odaklanılan kelimelerin anlamları ve arka planında barındırdıkları anlamlar ve çağrışımlardan yararlanılmıştır. Yeniden inşa sürecinin planlanmasında fiziki, ekonomik, siyasi, kültürel katmanlar ve sosyal pratiklerle kentsel bellek, somut/somut olmayan kent mirası ve kentli değerlerinin ışığında; kentlinin kentine dönebilmesi, kente aidiyeti ve kentine sahip çıkabilmesi adına sürece dâhil edilmesinin önemini vurgulama hedefi ile hazırlanmıştır. Deprem sonrası süreçte basılı medya organlarının depremi anlatmak için kullandığı kelimeler ve aktarma biçimleri incelenmiştir. İncelenen haber başlıklarında deprem bölgesi ve Antakya için birtakım sorunsalları işaret eden kelimeler işaretlenmiş ve bu kelimeler başlıklar halinde açıklanmıştır. Başlıklarda açıklanan sorunsalların neden olduğu diğer sorunsallar diyagramlar halinde gösterilmiştir. Medyanın kullandığı kelimelere ek olarak, depreme ve neden olduğu sorunlara dair meslek ortamında ve yerel ortamda kullanılan kelimeler ve ifadeler başlıklar halinde tanımlanmış ve Antakya'nın eski haline dönmesi için iyileştirme/onarılma sürecinde yapılması gerekenler görüntülenmiştir. Kent tanımlamaları, depremin etkilerini işaret eden sorunsal ve kentlinin aidiyeti üzerine yapılan tanımlamalar ışığında, Antakya kenti için deprem-kent okuması yapılarak deprem sonrası süreçte kentlinin neler yaşadığı ve Antakya'nın eski haline dönebilmesi için şeffaf ve katılımcı süreçlerin önemi vurgulanmıştır.

The earthquakes with a magnitude of 7.7 and 7.6 Mw on 06.02.2023 and the earthquake with a magnitude of 6.4 Mw on 20.02.2023 greatly affected Antakya, which has a network of historical layers. Antakya, who had been destroyed and rebuilt many times in history in line with the damage and destruction caused by the earthquake in the city, has been left with the process of reconstruction again. In this study, by using maps and diagrams, the meanings of the words that were focused on by the public after the earthquake and the meanings and connotations they contain in the background were utilized. In the planning of the reconstruction process, in the light of physical, economic, political, cultural layers and social practices, urban memory, tangible/intangible urban heritage and urban values; it has been prepared with the aim of emphasizing the importance of including the citizens in the process so that they can return to their city, belong to the city and protect their city. In the post-earthquake period, the words and the ways conveyed by the press are used to describe the earthquake were examined, words indicating some problems for the earthquake region and Antakya were marked and these words were explained as headings. Other problems caused by the problems explained in the titles are shown in diagrams. In addition to the words used by the media, words and expressions used in the professional and local circles regarding the earthquake and the problems it caused are defined under headings and what needs to be done for the improvement/repair process to reinstate Antakya to return to its former state is displayed. In the light definitions of the city, problems pointing to the effects of the earthquake, and definitions on the belonging of the citizens, an earthquake-city reading was made for the city of Antakya, and what the citizens experienced in the post-earthquake period and the importance of transparent and participatory processes in order for Antakya to reinstate the city were emphasized.
