Kürt sorunu bağlamında Türkiye'nin Irak ve Suriye ile ilişkileri (1991 – 2003)

Abstract

Bu çalışma ile Türkiye’nin Irak ve Suriye ile ilişkilerinde Kürt sorununun etkisi incelenmeye çalışılmış ve özellikle iki Körfez Savaşı arasında bu etkinin tarihsel, uluslararası ilişkiler ve güvenlik açısından boyutu ve ilişkilere yön verme gücü açıklanmıştır. Çalışmamız üç ana bölümden oluşmaktadır: Birinci bölümde, Kürt sorununun tarihsel arka planı incelenmiştir. Bu inceleme ile Osmanlı İmparatorluğu döneminden Türkiye Cumhuriyeti’nin bugünlerine kadar Kürt sorununun ülke içerisinde hangi aşamalardan ve değerlendirmelerden geçtiği anlatılmış ve bu sorunun en son süreci olan ve en büyük etkiyi yapan PKK terör örgütünün anlaşılması amaçlanmıştır. İkinci bölümde, Türkiye – Suriye ilişkileri incelenmiştir. Bu inceleme ile Kürt sorununun ve onun direk etkisi ile PKK sorununun, iki ülke arasındaki ilişkilerin her çeşidini nasıl etkilediğini görmek amaçlanmıştır. Üçüncü bölümde ise, Türkiye – Irak ilişkileri incelenmiştir. Bu inceleme ile Kuzey Irak’taki Kürt sorunu ile PKK’nın iki ülke ilişkilerine nasıl tesir ettiği ve bölgenin stratejik konumu sebebiyle diğer devletlerin etkilerinin anlaşılması amaçlanmıştır.

In this study, the effect of Kurdish issue in the relationships between Turkey, Iraq and Syria has been studied to examine and especially between two Gulf War, this effect’s dimension of historical, international, security and its power to shape of relations explained. This study contains three main sections: In the first part, the historical background of the Kurdish issue has been investigated. With this investigation, Kurdish issue which went through phases and assessments in the country clarified from Ottoman Empire to up to today of the Republic of Turkey and aimed to understand the PKK terrorist organization which is the latest phase and made lasting impact of this problem. In the second part, Turkey - Syrian relations have been investigated. With this investigation, intended to see how the Kurdish issue and the PKK problem which its direct effect associated affects all types of relations between the two countries. In the third part, Turkey - Iraq relations have been investigated. This investigation, aimed to understand how the Kurdish issue in northern Iraq and PKK influenced the relations between two countries and how other states affect this region because of its strategic location.
