Ortadoğu’da otoriter rejimler ve demokrasiye geçiş süreci sorunları: Arap baharı içinde Mısır örneği

Abstract

21. yüzyılın dünyasında modern ve çağdaş ölçütlerdeki siyasi yönetim şekli temsili demokrasidir. Ancak Ortadoğu’daki ülkeler, bağımsızlıklarını kazandıkları 20. yüzyıldan bu yana otoriter rejimlerle yönetilmektedir. Bölgedeki otoriter rejimler tarihi ve toplumsal birçok dinamiğin etkisinde şekillenmiştir. Ortadoğu’da 2010 yılının sonlarında başlayan Arap Baharı gösterileri bölgedeki bazı otoriter liderlerin sonunu getirse de otoriter nitelikli rejimleri değiştirememiştir. Bu araştırmada Ortadoğu’daki otoriter rejimlerin tarihi ve toplumsal dinamikleri incelenmekte, bu dinamikler Avrupa’da temsili demokrasinin kurumsallaşmasında etkili olan toplumsal süreçlerle kıyaslanarak değerlendirilmektedir. Ayrıca Arap Baharı gösterilerinin ardından Ortadoğu’da devam eden demokratikleşme süreci ve Arap Baharı gösterilerinin demokratikleşmeye olan katkısı, toplumlarda demokratikleşmeyi getiren normatif çerçeve bağlamında ele alınmıştır. Çalışmada geliştirilen yaklaşımlar bağlamında Mısır’daki otoriter rejimlerin gelişimi ve Arap Baharı gösterilerinin ardından başlayan demokratikleşme süreci ve bu sürecin sorunları daha yakın plandan incelenmeye çalışılmıştır.

In the 21st century’s world, a method of management with modern and civilized criteria is the representative democracy. However, the countries in Middle East Region have been managed by authoriterian regimes since they gained independence in twentieth century. The authoritarian regimes in the region took form by the effects of many historical and social dinamics. Although Arabian spring protests in Middle East began at end of year 2010 brought the end to some of the authoritarian leaders, they couldn’t change the regimes with authoritarian characteristics. In that study, the historical and social dinamics of authoritarian regimes in Middle East have been investigated and those dinamics have been evaluated in comparison with communal processes which had influences on institutionalization of the representative democracy in Europe. In addition, the process of democratization in Middle East after Arabian Spring protests and the effects of those protests on democratization have been dealed with the normative outlines that brought democracy to societies. By using the approaches of that study, the evalution of authoritarian regime in Egypt and democratization process launched after Arabian Spring protests included the problems of the process have been investigated close-up.
