Ekonomik büyüme ve işsizlik arasındaki ilişkinin Okun Yasası çerçevesinde Türkiye analizi

Abstract

Ekonomik büyüme ve işsizlik konuları geçmişten günümüze süregelen önemli makroekonomik sorunlar arasındadır. Özellikle ikinci dünya savaşından sonra bu ilişkinin önemi artmıştır. Büyüme ile işsizlik arsındaki ilişkiyi ilk olarak inceleme konusu yapan Amerikalı iktisatçı Arthur M. Okun olmuştur. Daha sonra literatüre Okun Yasası olarak giren bu çalışma 1948 – 1960 yılları arası ABD ekonomisi verilerini ele almıştır. Yapılan çalışmada ekonomik büyüme ve işsizlik arasında negatif bir ilişki olduğu sonucu ortaya çıkmıştır. Yani reel GSYH’da meydana gelen bir artış işsizliği düşürmektedir. Bu çalışmada, Türkiye ekonomisi için ekonomik büyüme ve işsizlik arasındaki ilişki incelenmiştir. 1980 – 2016 arası yıllık veriler ele alınarak yapılan çalışmada zaman serileri farklı seviyelerde durağanlaştığından dolayı ARDL eşbütünleşme modeli kullanılmıştır. Yapılan analiz sonucunda uzun dönemde ekonomik büyüme ile işsizlik arasında eşbütünleşme ilişkisi olduğu görülmüştür. Fakat katsayı olarak daha somut bir sonuç ortaya koymak adına ARDL eşbütünleşme testinden sonra regresyon analizi yapılmıştır. Regresyon sonuçlarına göre, ekonomik büyümede meydana gelen %1’lik bir artış işsizliği %0.11 oranında düşürmektedir. Yani Okun yasasının Türkiye’de geçerli olduğu sonucu ortaya çıkmaktadır. Fakat büyümenin işsizliği yeterince azaltamaması, işsizlik sorunsalına zemin hazırlamaktadır. Bu bağlamda, hükümetlerin belirlediği büyüme politikalarının istihdamı teşvik edici yapıda olması, bu sorunsalın minimize edilmesine katkı sağlayacaktır.

Economic growth and uneployment are among the major macroeconomic problems that have been ongoing from past to present. Especially after the second World War, the relevance of this relationship has increased. Arthur M. Okun, the American economist who first examined the relationship between growth and unemployment. This study, which was later referred to as the Okun’s Law in the literature, examined the data of US economy from 1948 to 1960. The study concluded that there was a negative relationship between economic growth and unemployment. That is, an increase in the real GDP reduce unemployment. This study examines the relationship between enonomic growth and unemployment for the Turkish economy. The ARDL cointegration model was used because the time series were stabilized at different levels in the study conducted from year 1980 to 2016. As a result of the analysis, economic growth and unemployment were found to be a cointegration relation in long term. However, regression analysis was performed to give as coefficient a more concrete result after the ARDL cointegration test. According to result of the regression, a %1 increase in the economic growth rate reduces unemployment %0.11. In the other words, the end result is that Okun’s Law is valid in the Turkey. But the growing can not be reduced enough unemployment, the unemployment hurdle is preparing the ground. In this context, the growth policies determined by the governments will contribute to the minimization of this hurdle.
