Tarımda kendi adına ve hesabına çalışanların sosyal sigorta içindeki yeri: Honaz örneği

Abstract

Tarım sektörü, istihdam edilen iş gücüne bakıldığında, ülkemiz için halen çok önemli bir yere sahiptir. 2926 sayılı kanun ile tarımda kendi adına ve hesabına çalışanların sigortalılığı tanımlanmış ve istihdamın kayıt altına alınması amaçlanmıştır. Ancak gerek sosyal güvenlik sistemindeki açıklar, gerekse tarım bağkurlusunun gelirinin yetersizliği, tarım sektöründe kendi adına ve hesabına çalışan bireyin kayıt dışı istihdama yönelmesine neden olmuştur. Bu çalışma ile Denizli ilinin Honaz ilçesinde, tarımda kendi adına ve hesabına çalışanların sigortalılığı incelenmiş, tarım bağkurluların kayıt altına alınma şekli, sigorta primlerini düzenli ödeyip ödeyemedikleri araştırılmış, tarım bağkurlularının gözüyle, sistemin işleyişi ile ilgili aksaklıklar tespit edilerek, bu aksaklıkların giderilmesi için çözüm önerileri geliştirilmeye çalışılmıştır. Çalışmada 20 katılımcı ile derinlemesine mülakat yapılmıştır. Yapılan görüşmeler sonucunda, tarımsal gelirin düzensiz ve miktarının belirsiz oluşu çiftçilerin sosyal güvenliğe erişimini olumsuz etkilemektedir. Sosyal güvenliğe ancak büyük ölçekli arazi sahipleri, tarımsal araç gerece sahip olanlar ile hanede aylık düzenli geliri olanlar ulaşabilmektedir. Küçük arazi sahipleri, düzenli ve büyük ölçekli gelire sahip olamadıklarından sosyal sigorta primlerini ödemekte güçlük çekmektedir. Çalışmada ayrıca tarımda sosyal güvenliğin eril bir yapıya sahip olduğu; sosyal sigortalı hanelerde yalnızca hanenin erkek üyesinin sigortalı olduğu sonucu ortaya çıkmaktadır.

The agricultural sector still has a very important place in our country when it comes to the employed workforce. With the law no 2926, it is aimed to define the insurance of the employees working in the agriculture behalf of themselves and to register the employment. However, both the deficits in the social security system and the inadequacy of the income of the agricultural entrepreneurs have caused the working person in the agriculture sector to work in the informal employment. With this work, in the city of Denizli, province of Honaz the insurances of those working in their own name and account in agriculture were investigated and the research was carried out to find out that the agricultural entrances were registered and whether the insurance premiums could not be paid regularly or not and with vision of farmers with turkish social security problems of the operation of the system were detected and it is aimed to provide solution offers. In-depth interviews were conducted with 20 participants in the study. As a result of the negotiations, the irregular agricultural income and the uncertainty of the amount negatively affect the farmers' access to social security. Only those with large scale land ownership, those with agricultural equipments and those with monthly regular income can access social security. Owners of small land have difficulties in paying social insurance premiums because they can not have regular and large-scale income. The study also shows that social security in agriculture has a masculine structure and that just the male members of households in social insurance are insured.
