24 Haziran seçimleri özelinde popülizm ve demokrasi ilişkisi

Abstract

Popülizm son yıllarda bütün dünyada siyasi alanda en sık kullanılan kavramlardan biri haline gelmiştir. Siyasi aktörler birbirini popülist olmakla suçlamakta, halka yapılan her atıf popülizm olarak nitelendirilmektedir. Bilhassa seçim dönemlerinde liderlerin söylemleri popülist unsurlarla donatılarak, siyasi etkinliği yalnızca oy vermeye indirgenen ‘halk’ depolitize edilerek, nesneleştirilmekte ve popülizm adeta temsili demokrasiye musallat olmaktadır. Popülizmin demokrasinin bir gölgesi olmasının nedeni temelde liberal demokrasinin yaşadığı içsel krizlerdir. Aynı anda hem liberal hem de demokrat olmanın yarattığı içsel gerilimler popülizmi ortaya çıkarmaktadır. Siyasi mücadele popülist bir mecrada şekillendiğinde ise bu gerilimler ve krizler daha da pekişmektedir. Dolayısı ile liberal demokratik düzende popülizm adeta kaçınılmaz bir hal almaktadır. Bu çalışmada, iktidarı elde etmek ya da mevcut iktidarını korumak isteyen siyasetçilerin kitleleri etkilemek için kullandığı bir söylem şekli olarak ele alınan popülizmin, Türkiye siyasetine nasıl yansıdığı konusu incelenmektedir. Popülizmin her siyasi hareketin doğasında var olduğunu göstermek amacıyla, popülizmi hem iktidar ve muhalefet ekseninde hem de sağ ve sol eksende değerlendirmektedir. Bu amaçla Türkiye sağını temsil eden iktidar partisi AKP’nin adayı Recep Tayyip Erdoğan ve Türkiye solunu temsil eden ana muhalefet partisi CHP’nin adayı Muharrem İnce’nin 24 Haziran Cumhurbaşkanlığı seçimleri sürecinde yaptıkları konuşmalar Essex Okulu Söylem Analizi yöntemiyle incelemiştir.

Populism has become one of the most frequently used concepts in the political world in recent years. Political actors accuse each other of being populist, and every reference to the public is regarded as populism. Especially, in the election period, the discourse of the leaders is equipped with populist elements, the public, whose only political activity comes down to vote and it is objectified. Therefore, populism almost bothers representative democracy. The reason why populism is a shadow of democracy is basically internal crises in which liberal democracy experiences. The contradictions of being both liberal and democrat at the same time reveal populism. When political struggle is shaped in a populist environment, these contradictions and crises are reinforced more. Therefore, populism is inevitable in liberal democratic order. In this study, it is examined how the populism, which is dealt with as a discourse type used by the politicians, who want to obtain power or protect the existing power, to influence the population reflects on the Turkish politics. In order to show that populism exists in the nature of every political movement, this study evaluates populism both on the axis of power and opposition and on the right and left axis. To this end, the speeches during the presidential elections on June 24 made by Recep Tayyip Erdoğan, who is the candidate of the ruling party, AKP, representing the Turkey’s right axis and Muharrem İnce, who is the candidate of the main opposition party, CHP, was examined by the Essex School of discourse analysis method.
