Kurumsal yapı ve arge harcamalarinin ihracat performansina etkisi: çekim modeli analizi

Abstract

Bu çalışmada, 2000-2015 yıllık veri dönemi için, demokrasi, hukuk devleti, yönetişim etkinliği, yolsuzluk, arge harcamalarının 35 OECD ve 5 BRICS ülkesinin karşılıklı ihracat performansına etkisi çekim modeli kapsamında incelenmiştir. Kurumların kalitesinin ve demokrasinin seviyesinin ticareti etkileyip etkilemediğini bulmayı amaçlayan Gylfason, Martinez-Zaroso ve Wijkman (2015) ve Berden, Bergstrand ve van Etten (2014) çalışmalarını kullanılan yöntemler ve göstergeler kapsamında analizler yapılmıştır. Analiz için literatürde dış ticaret örüntüsünü analiz etmede kullanılan çekim denklemi ve tahmin yöntemleri kullanılmıştır. Kurumsal değişkenleri ayrı ayrı ve temel bileşenler analizi ile tek faktör olarak modele dahil edilmiştir. Tahmin yöntemi olarak panel EKK, Bayer ve Bergstrand ve PPML yöntemleri kullanılmıştır. Kurumsal kalitenin ve arge harcamalarının karşılıklı ihracatı artıtıp artırmadığı test edilmiştir. Elde edilen ampirik sonuçlar değerlendirildiğinde; kurumsal kaliteyi temsilen kullanılan Dünya Yönetişim Göstergelerinde (WGI) İfade Özgürlüğü ve Hesap Verebilirlik endeksi olarak ölçülen Demokrasinin, Hukuk Kurallarının, İhracatçının Yolsuzluğun ihracat performansı ile negatif ilişkili olduğunu tespit edilmiştir. Politik istikrar ise, ihracatı olumlu yönde etkiliyor. İthalatçı ülkenin Hükümetin etkinliği ve Düzenleme kalitesi, ikili ihracatta ihracat performansını olumlu yönde etkilemekte olduğu bulunmuştur. Temel bileşenler analizi ile toplulaştırılmış kurumsal kalite değişkeni, PPML'deki ihracatçı firma için negatif işaret, ithalatçı için pozitif bulunmuştur. İhracatçının Ar-Ge harcamalarının ticaret üzerinde olumlu etkisi varken ithalatçı Ar-Ge harcamalarının etkisi istatistiksel olarak anlamsız bulunmuştur.

In this study, the relationship between institutional factors such as democracy, rule of law, governace effectiveness, corruption, in addition with R&D expenditures and export performance of 35 OECD and 5 BRICS countries is examined for the 2000-2015 yearly data period. Aiming to find whether the quality of institutions and the level of democracy do affect trade we follow Gylfason, Martinez-Zaroso and Wijkman (2015) and Berden, Bergstrand ve van Etten (2014) studies in part of methods and indicators used. As many other authors who aimed to measure the effect of various factors on bilateral trade performance we used the gravity model of international trade. We aggregate institutional variables in one common index and augmented it in gravity type equation estimated with OLS, Bayer and Bergstrand and PPML methods to address potential endogeneity and econometric drawbacks. We test our hypotheses that better institutional quality is inceasing export. Overall, our hypotheses receive weak empirical support. With other confounding factors being controlled for, Democracy, measured as Voice and Accountability index, Rule of Law, Corruption of exporter are negatively associated with export performance rate, Polytical Stability is positively affecting export. Governance Effectiveness and Regulation Quality of importer positively affect the export performance in bilateral export. In the models with aggregated institutional index we obtain negative sign for common institutional index of exporter in PPML with time and pair fixed effects and positive sign for institutions of importer. R&D of exporter has positive effect on trade while R&D of importer is insignificant.
