Türk siyasal hayatında lider odaklı politikanın karşılaştırmalı analizi: Tek parti dönemi (1923-1938) – Ak parti dönemi (2002-2015)

Abstract

Bu tezin amacı, siyasi iradenin niteliğinin şekillendirdiği toplum yapısını farklı zamanlarda iktidar olan iki parti ve iki lider örneği kullanarak açıklamaktır. Türkiye’de her iktidar, “öteki” oluşumuna sebebiyet vermiş; yabancılaşma, kutuplaşma gibi kavramlar her iktidar döneminde sık sık kullanılmıştır. Kurumlar ve sivil toplum aracılığıyla değil de kişiler üzerinden gerçekleştirilen demokrasi anlayışı beraberinde zıt kutuplu grupların çatışmasını getirmiştir. Tek Parti Dönemi’nden itibaren başlayan bu süreç, aradan uzun yıllar geçmesine rağmen AK Parti İktidarı ile devam etmektedir. Türkiye’de anayasaların da bu anlayışla hazırlandığı ve uygulandığı görülmektedir. Öyle ki, her iktidar “kendi sistemi”ni meşrulaştırmak adına mevcut anayasaları değiştirme çabası içinde olmuştur. İşte, bu çalışmada; Türk politikasında dönüm noktası olan Tek Parti iktidarından yola çıkarak, yine bir dönüm noktası olarak nitelendirilebilecek AK Parti iktidarı arasındaki mutlak gücün benzerlikleri gösterilmeye çalışılarak demokrasinin niteliği tartışılacaktır. “Tek”liğin Türk politikası için ne anlama geldiği, dışarıda kalanların durumu, tek tipçiliğin ne gibi sonuçlara yol açabileceği ve ne kadar gerekli olduğu anlaşılmaya çalışılacaktır.

The aim of this thesis is to explain the social structure shaped by the nature of political will by using two parties and two leaders, who are governed at different times. All power in Turkey, "the other" has given rise to the formation; concepts such as alienation and polarization were frequently used in every period of power. The notion of democracy, which is realized not only through institutions and civil society, but also through individuals, has brought conflict of opposite polar groups. This process, which started from the One-Party Period, continues with the AK Party Power despite many years pass. In Turkey, it is observed that this understanding of the constitution is prepared and implemented. So that, every power tried to change the existing constitutions in order to legitimize its own system. Here, in this study; based on the turning point of Turkish politics, it will be discussed the similarities of One Party power between the AK Party government which can be described as a turning point and the quality of democracy will be discussed. It will be tried to understand what uniqueness means for Turkish policy, the situation of those who are outside, what kind of results can lead to one type and what is necessary.
