Ortaokullarda maliyet ve akademik başarı

Abstract

Bu çalışma ile farklı türdeki ortaokullarda eğitim gören öğrencilerin maliyetleri hesaplanmış ve TEOG sınavındaki başarıları karşılaştırılmıştır. Veriler, Denizli İli A, B, M ve P ilçelerinde bulunan farklı türdeki devlet ortaokullarında belgelerin ve kayıtların taranması ile elde edilmiştir. Araştırma verileri, okulların öğretmen ve öğrenci sayıları mevcutları, gelir gider türleri ve miktarları, TEOG sınavından alınan puanlar gibi bilgiler içermektedir. Ortaokulların maliyetleri ve elde ettikleri akademik başarılar göz önünde bulundurularak kıt kaynakların en doğru biçimde değerlendirilebilmesine yardımcı olmak amaçlanmıştır. Ulaşılan bulgulara göre, öğrenci başına en düşük harcama genel ortaokullarda, en yüksek harcama ise yatılı bölge ortaokullarındadır. TEOG sınavında en yüksek puanları genel ortaokullardan mezun olan genel ortaokullardan mezun olan öğrencilerin aldıkları görülmüştür. Her iki veri karşılaştırıldığında, hem düşük maliyet hem de akademik başarının yüksek olduğu ortaokullar ilçe merkezlerinde bulunan, ikili öğretim yapan genel ortaokullardır. Eğitim planlaması için göz önünde bulundurulması gereken kıt kaynakların verimli kullanılabileceği okul türü genel ortaokullardır. Genel ortaokulların özelliklerine bakıldığında, ilçe merkezlerinde bulunan, sosyal- kültürel çalışmaların-etkinliklerin kolaylıkla yapılabildiği, devletin gönderdiği bütçeye gerek duymadan yıllık gereksinimlerini karşılayabilen, fiziksel koşulları iyi olan ortaokullardır. İkili eğitim yapan (sabahçı-öğlenci) genel ortaokulların öğrenci başına düşen maliyetleri, diğer ortaokullardan düşüktür. Kapasiteleri sınırlı olan yatılı bölge ortaokulları, öğrencilerin öğrenim görmeleri için tasarlanmış, parasal kaynakların tamamının devlet tarafından sağlandığı okullardır. Farklı türdeki ortaokullar arasında, öğrenci başına düşen maliyeti en yüksek olan yatılı bölge ortaokullarıdır. Taşımalı eğitimveren ortaokullar ise öğrenci başına düşen maliyetin ikinci sırada düşük olduğu ve aynı zamanda TEOG sınav puanlarında da ikinci sırada olduğu görülmektedir.

In the present study, the average cost per student studying at different types of secondary schools was calculated and this was compared with their achievement levels in TEOG examination. Data were obtained by reviewing the documents and records in different types of state secondary schools affiliated to the Directorate of National Education and located in A, B, M and P districts in Denizli. The research data includes information such as the numbers of students and teachers in these schools, types and amounts of income and expense, and students' TEOG examination scores. Taking into consideration the costs and academic achievement levels in secondary schools, the current research has been carried out in order to help scarce resources to be used in the best way possible. According to the data collected, the lowest cost per student was in general secondary schools, whereas the highest one was in boarding secondary schools. It was also observed that students who graduated from general secondary schools had the highest TEOG examination scores. When these two data sets were compared, it was found that schools where both lower costs and higher academic achievement were observed were double-shift, general secondary schools located in district centers. It was determined that scarce resources which should be taken into consideration in educational planning can be used efficiently in general secondary schools. Considering the characteristics of general secondary schools, they are secondary schools with good physical conditions and located in district centers. It is also easy to do social/cultural studies and activities in these schools and they can meet their annual requirements without having a need for the government budget allocated. The average cost per student in dual-shift (morning or afternoon), general secondary schools is lower than that of other types of secondary schools. The regional boarding secondary schools with limited capacities are schools designed for students to study and all their financial resources are provided by the state. Of all different types of secondary schools, regional boarding schools have the highest cost per student. In addition, it was found out that secondary schools providing bussed education services were the schools with the second highest cost per student and they also ranked second in their students' achievement levels in TEOG examination.
