Türkiye ve Dünya’da boya sektörü ekonomisi ve vergi hasılatına katkı değerlendirmesi

Abstract

Boya sanayisi, inşaat ve imalat sanayilerine önemli bir girdi olması sebebiyle sektörel bazda hızla büyüme göstermektedir. Dünyada boya endüstrisinin gelişim süreci II. Dünya Savaşı yıllarında bilimsel temelli bir sanayi üretimi etkinliğine dönüşmüştür. Boya sanayinin gelişimini etkileyen faktörler çok çeşitli olup özellikle üstünde durulması gereken iki dinamik kentleşme oranındaki artış ve küreselleşme sonucu meydana gelen şirket birleşmeleridir. Kentleşme oranı yüksekliği boyaya olan ihtiyacı tetiklemekte ve pazar daha hızlı büyümektedir. Türkiye Avrupa’nın en büyük 5. boya üreticisi olarak dünya pazarının yaklaşık % 2’sini oluşturmaktadır. Bu bağlamda son 10 yılda hızlı bir büyüme göstermiş, modern üretim ve teknoloji yapısına ulaşarak önemli bir dönüşüm ve gelişim sağlamış ülkedir. Boya sanayi özellikle teknoloji ve inovasyon alanında sağladığı ilerlemeler ve bu alanlarda genişleyen faaliyetleriyle birlikte ürün kalitesi olarak uluslararası alanda rekabetçi hale gelmiştir. Boyada sektörel kapasite yurt içi talebin oldukça üzerindedir. İhracat ağırlıklı olarak dekoratif boyalardan oluşur. Mamul madde olarak boya ithalatı yüksek düzeyde değildir. Ancak boya sektörü hammadde açısından dışa bağımlı olduğundan girdi ithalatı oldukça yüksektir. Çalışmamız üç ana bölümden oluşmaktadır. Birinci bölümde, Türkiye’de ki boya sanayi sektörü detaylı olarak incelenecek olup, sektör gelişimini etkileyen faktörler tartışılacaktır. Çalışmanın ikinci bölümünde boya endüstrisinin dünyadaki durumu incelenecektir. Son olarak üçüncü bölümde vergi hasılatı konusunda genel bilgi verilip ithalat ve ihracat rakamları üzerinden vergi hasılatıyla konunun bir değerlendirilmesi yapılacaktır.

The paint industry is growing quickly on a sectoral basis because it is an important input to the construction and manufacturing industries. When the development process of paint industry in the world is evaluated, it can be seen that in the years of World War II, the paint industry turned into a scientific-based industrial production activity. There are many factors that influence the development of the paint industry. Especially, two dynamic factors that need to be considered are the increase in urbanization rate and mergers resulting from globalization. The high urbanization rate triggers the need for paint and the market is growing faster. Turkey has been the 5th largest paint manufacturer in Europe and has accounted for approximately 2% of the world market. In this context, Turkey has achieved rapid growth for the last 10 years and has achieved a significant transformation and development by reaching the modern production and technology structures. With the advances in technology and innovation activities in Turkish paint industry, it has become internationally more competitive in terms of product quality. Paint production capacity is much higher than domestic demand. Export is mainly made of decorative paints. Imports of paint as a finished product are not high. However, since the paint industry is dependent on foreign sources as raw materials, the import level for these materials is quite high. Our study consists of three main parts. In the first part, the paint industry in Turkey is to be examined in detail, the factors influencing the sector development will be discussed. In the second part of the study, the situation of paint industry in the world will be examined. Finally, in the third section, general information will be given on tax revenue and an evaluation of the issue will be made with tax revenue on import and export figures.
