Devlet yardımlarının ekonomik büyümeye etkisi

Abstract

Devlet yardımları, iktisadi politikaların önde gelen araçlarından biridir. Bu anlamda, ekonomik büyümenin etkileri, ekonomik birimler belli amaçlara yönlendirildiğinde daha net görülmektedir. Gelişmekte ya da gelişmiş ülkelerin her birinde devlet yardımlarının önemli ve olumlu yanlarını görebilmek mümkün olmaktadır. Türkiye'de ise devlet yardımları, uzun yıllardan beri kullanılmakta ve genel ekonomik sistemin bel kemiğini oluşturmaktadır. Bu tez çalışmasında, geçmişte uygulanan devlet yardımları göz önünde bulundurularak AB ve dünyadaki geri kalan ülkelerin durumu değerlendirilmiş, bunun Türkiye'deki sisteme uygulanabilirliği ve etkinliğinin arttırılabilirliği saptanmaya çalışılmıştır. Bu anlamda, ekonomik büyümenin türleri, sistemdeki rolleri, amaçları ve örnekleri ele alınmış, yatırım teşvik politikaları çerçevesinde incelenmiştir. Ayrıca eski ve yeni teşvik politikaları karşılaştırılarak değerlendirilmesi yapılmıştır. Çalışma sırasındaki analizlere bakılarak, devlet yardımlarının etkilerinin incelenmesi sonucunda olumlu ve olumsuz etkiler görülebilmektedir. Çalışmada, eski teşvik sistemine oranla hem sektörel hem de bölgesel farklılıkları içeren yeni teşvik sistemlerinin etkilerinin daha olumlu yönde olduğu ve ekonomik sistemdeki uygulama araçlarının daha yerinde kullanıldığı tespit edilmiştir. Böylece ülke örneklerinin değerlendirilmesi de göz önüne alınarak Türkiye'deki sisteme yönelik çeşitli önerilere de yer verilmiştir.

Government support is one of the leading vehicles of economic policies. In this scope, the effects of economic development are seen more clearly when economic units are directed to specific purposes. It is possible to see positive and significant impacts of government supports in each country which is developing or developed. In Turkey, government supports have been used since many years and constitute the backbone of the overall economic system. In this study, existing government supports in EU and remaining countries in the world are evaluated by taking into consideration of the government supports implemented in the past. At the same time, applicability and expandability of efficiency of this system in Turkey have been tried to establish. In this sense, the kinds and the system roles and objectives and examples of economic development have been discussed and also examined in the context of investment incentive policies. In addition, the old and new incentive policies are evaluated by comparative way. By looking at the analysis in this study and at the end of examining the effects of government supports, it can be specified that government supports show positive and negative effects. In this study, it is identified that effects of new incentive systems that includes both sectoral and regional differences are more positive, compared to the old incentive systems and application tools in the economic system have been used more appropriate way. Thus, some various suggestions about the system in Turkey are also generated by taking into consideration the evaluation of the examples of countries.
