Neoliberalizmin eğitim felsefesi üzerine bir inceleme

Abstract

Eğitim ve felsefe ilişkisi, üzerinde durulması gereken önemli bir konudur. Bu ilişkiden ise karşımıza eğitim felsefesi çalışmaları çıkmaktadır. Eğitim felsefesi felsefenin spesifik, uygulamalı bir alanıdır. Eğitim felsefesinin içeriğini oluşturan konuların başında ise felsefe tarihindeki filozofların eğitime yönelik analizleri ve önerileri gelir. Böylece eğitim felsefesinde önemli yeri olan eğitim anlayışları çıkmaktadır. Günümüzde ise temelinde güçlü felsefelerin olduğu çeşitli eğitim felsefesi anlayışları görülmektedir. Bunlardan biri neoliberal düşüncenin eğitim felsefesidir. Neoliberalizm klasik liberalizmin, 20. yüzyılla birlikte, çağın ihtiyaçlarına göre yeniden yapılandırılmış halidir. Burada devlet ve devletin kurumsal yapılanmasıyla ilgili yeni söylemler dikkat çekmektedir. Eğitim kurumu da devletin işlevinin değişmesinden payını alan kurum olmuştur. Bu bağlamda neoliberal anlayış 20. yüzyılla birlikte eğitimde gözle görülür bir değişime ve dönüşüme neden olmuş ve kendine özgü bir eğitim anlayışı ortaya koymuştur. Ancak bu eğitimin teorik birçok önermesi eleştiriye açıktır. Eğitim felsefesi içinde ise neoliberal eğitime yönelik ayrıntılı biçimde eleştirilerde bulunan eğitim anlayışlarından biri eleştirel pedagojidir. Çalışmanın amacı öncelikli olarak neoliberalizmi anlamak ve neoliberal eğitim anlayışının felsefi temellerine yönelik incelemede bulunmaktır. Bu temeller epistemolojik, ontolojik ve etik temel şeklinde sıralanabilir. Burada neoliberal eğitim anlayışının epistemolojik, ontolojik ve etik temellerinin incelenmesinin amacı ise eğitim felsefesine bir bakış açısı, konuyu ele alış biçimi önerisinde bulunmaktır. Bu ele alış biçiminin ayrıntılı bir biçimde ortaya konulmasından sonra neoliberal eğitim eleştirel bir gözle ele alınarak, onun içindeki özgürlük ve demokrasi sorunu üzerinde durulacak ve onun teori ve uygulamadaki problemlerine değinilecektir. Bunun yanında eleştirel pedagojinin neoliberal eğitim anlayışının eğitim ile ilgili sorunlarına yönelik eleştirileri ve önerileri üzerinde durulacaktır.

Relationship between education and philosophy is an important topic to consider. Philosophy of education studies originate from this relationship. The educational philosophy represents a specific, applied field of the philosophy. The analyses and suggestions made by philosophers in the history of philosophy regarding education are leading among the topics constituting the content of educational philosophy in general terms. Therefore, educational understandings having an important place in the educational philosophy appear. Today, there are various educational philosophy understandings originating from strong philosophies. One of these is the educational philosophy derived from neoliberal thought. Neoliberalism is a version of the classical liberal tradition, which has been restructured in accordance with the needs of the period in the 20th century. In this regard, new discourses on state and institutional structuring of the state draw attention. Educational institution is one of the organisations affected most by the change in the function of the state. In this respect, neoliberal understanding caused a significant change and transformation in education in the 20th century and resulted in an original educational understanding. However, many theoretical propositions of this educational understanding are open to criticism. Regarding the educational philosophy, one of the educational approaches criticizing neoliberal education in detail is critical pedagogy. The goal of this study is to understand the neoliberalism and to examine the philosophical bases of neoliberal education. These bases may be ranked as epistemological, ontological and ethical ones. The reason for examining the epistemological, ontological and ethical bases of the neoliberal education is to suggest a different perspective and discussion type on the philosophy of education as a discipline. After providing this method, way of discussion in detail, neoliberal understanding of education will be handled in critical perspectives by discussing the issues of freedom and democracy in itself, and problems in theory and practice will be argued. In addition, the identifications and suggestions made by critical pedagogy regarding the educational problems of neoliberal education understanding will be discussed.
