Kamu kaynaklarının tahsisinde hizmet kayırmacılığı ve Türkiye analizi

Abstract

Çalışmanın amacı, Türkiye’de kamu yatırımlarının tahsisinde etkili olan ekonomik, sosyal ve politik faktörleri araştırmak ve hizmet kayırmacılığına dair tespitler yapmaktır. Ampirik analiz bölümünde, kamu yatırımlarının tahsisinde etkili olan faktörler (siyasi rejim ve bütçe süreci, komisyon yapısı, seçim sistemi, aday belirleme yöntemi, ideolojik ve partizan tutumlar) beş model çerçevesinde incelenmektedir. Bu modeller, ekonomik ve sosyal faktörler, parti merkezli faktörler, hükümetin gücü modeli, ideolojik faktörler ve yasama modeli şeklindedir. Veriler 81 seçim çevresini ve 2003-2018 dönemini kapsamaktadır. Panel veri analizi sonucunda elde edilen bulgular, kamu yatırımlarının tahsisinde ekonomik ve sosyal faktörlerin etkili olduğunu ortaya koymaktadır. Ayrıca katsayı açısından daha sınırlı düzeyde olsa da politik etkilerin varlığına dair kanıtlar sunulmaktadır.

The purpose of the paper is to investigate economic, social and political factors that affect the allocation of public investment in Turkey and make determinations about the pork barreling. In the empirical analysis section, factors affecting the allocation of public investments (political regime and budget process, commission structure, election system, candidate determination method, ideological, and partisan attitudes) are examined within the framework of five models. These models are in the form of economic and social factors, party-centered factors, government power model, ideological factors, and the legislative model. The data covers 81 constituencies and the period 2003-2018. The findings obtained as a result of the panel data analysis reveal that economic and social factors are effective in the allocation of public investments. In addition, evidence of the existence of political effects is presented although limited in terms of coefficients.
