Sürdürülebilir kentsel lojistik performans ölçümüne yönelik çok kriterli bir model önerisi ve uygulaması

Abstract

Günümüzde küreselleşmenin ve dijitalleşmenin yarattığı etkilerle lojistik hareketlilik kentsel yaşamı önemli ölçüde etkilemektedir. Dolayısıyla kent yönetimlerinin bu etkileri boyutlandırmasına yönelik çalışmalar daha sağlıklı kararlar almalarına katkı sağlayacak önemli bir ihtiyaçtır. Bir kentin kentsel lojistik performansı sürdürülebilirliğin temel bileşenleri olan ekonomik, sosyal ve çevresel faktörlere dayalı olmalıdır. Kentsel lojistik faaliyetlerin doğru değerlendirilmesi ve ilgili makroekonomik düzenleme ve yönetim politikalarının oluşturulması kentin ekonomik, sosyal ve çevresel sürdürülebilir kalkınmasının sağlanması açısından değerlidir. Önerilen tezin amacı, Sürdürülebilir bir Kentsel Lojistik Performans Endeksi (Sustainable Urban Logistics Performace Index - SULPI) geliştirmektir. Çalışmada SULPI için gereken kriterler literatüre ve saha araştırmalarına dayalı olarak elde edilmiş ve kriterler sürdürülebilirlik bileşenlerine uygun olarak sınıflandırılmıştır. Bu kriterler Analitik Hiyerarşi Sürecinin ikili kıyaslamalar yaklaşımı ile dört farklı uzman tarafından değerlendirilmiştir. SULPI kriterlerinin ağırlıkları belirlendikten sonra geliştirilen model İzmir ili için uygulanmış ve İzmir için kentsel lojistik performans endeks puanı hesaplanmıştır. Önerilen model, SULPI hesaplamasında ilgili kent için mümkün olduğunca gerçek ve hali hazırda var ve kolay erişilebilir verilere dayalı olması ve sürdürülebilirliği temsil eden kriterleri ele alan yapısı ile literatürden ayrışmaktadır. SULPI, yetkililerin kentlerin lojistik performanslarını belirlenen kriterlere göre karşılaştırmalarına, kentsel lojistik uygulamalarını sürdürülebilirlik açısından iyileştirmeye yönelik planlar yapmalarına/revize etmelerine yardımcı olacaktır.

Today, with the effects of globalization and digitalization, logistics mobility significantly affects urban life. Therefore, studies on the dimensioning of these effects by city administrations are an important need that will contribute to making healthier decisions. The urban logistics performance of a city should be based on economic, social and environmental factors, which are the basic components of sustainability. Accurate evaluation of urban logistics activities and the creation of relevant macroeconomic regulation and management policies are valuable in terms of ensuring the economic, social and environmental sustainable development of the city. The aim of the proposed thesis is to develop a Sustainable Urban Logistics Performance Index (SULPI). In the study, the criteria for SULPI were obtained based on the literature and field research, and the criteria were classified in accordance with the sustainability components. These criteria were evaluated by four different experts with the pairwise comparisons approach of the Analytical Hierarchy Process. After determining the weights of the SULPI criteria, the developed model was applied for the province of İzmir and the urban logistics performance index score was calculated for İzmir. The proposed model differs from the literature in that it is based on real and readily accessible data as much as possible for the relevant city in the calculation of SULPI and that it considers the criteria representing sustainability. SULPI will help the authorities to compare the logistics performance of the cities according to the determined criteria and to make/revise plans to improve the urban logistics practices in terms of sustainability.
