Dijital kamusal alan oluşumu üzerine bir inceleme: Twitter'da Kanal İstanbul tartışmaları

Abstract

Dijital kamusal alan oluşumu hem siyasal hem de iletişimsel anlamda oldukça büyük bir öneme haizdir. Bunun yanında, geleneksel kitle iletişim alanının önüne geçen Web 2.0 teknolojileri, bir iletişim alanı olmasının yanı sıra paydaşlar olarak vatandaşlara kolay ulaşabilir, az maliyetli, katılım olanağı sağlayan bir boyuta sahiptir. Konunun temelinde yer alan kamusal alan kavramını, genelde sosyal medya, özelde ise Twitter düzleminde tartışmak, çalışmanın başlangıç noktasını teşkil etmektedir. Çalışmanın öznesini oluşturan kavram dijital kamusal alandır. Bu kavram ışığında çalışmanın konusu; Web 2.0 teknolojilerinin ortaya çıkarmış olduğu sosyal medya mecralarında dijital kamusal alan oluşumu, işlevi ve önemidir. Bu tez çalışmasının genel amacı ise, kamusal alanın sosyal medyada hangi sınırlar ile oluştuğunun ya da oluşmadığının incelenmesidir. Dolayısıyla çalışmanın alana katkısı sosyal medya ve kamusal alan kavramlarını bütüncül bakış açısıyla ele alarak potansiyel olarak oluşabilecek dijital kamusal alanın varlığının sorgulanması ve bunun için gerekli olan ölçütlerin geliştirilmesidir. Çalışmanın yöntemi nitel olarak belirlenmiştir. Bu çalışmada öncelikle, kuramsal bir altyapı oluşturulmuştur. Twitter özelinde kamusal alan oluşumunun olanaklılığı ve hangi şartlar ve sınırlar altında oluşup oluşamadığı ortaya koyulmuştur. Bu olanakların ortaya koyulabilmesi için çeşitli ölçütler ve kriterler geliştirilmiş ve temel çalışma soruları ve varsayımlar belirlenmiştir. Kuramsal altyapıyı test etmek amaçlı Twitter özelinde Kanal İstanbul’a dair tartışmalar ele alınmıştır. Çalışmada çoklu veri toplama metodu ile içerik inceleme, sosyal ağ ve lokasyon analizi teknikleri kullanılmıştır. Bunlara ek olarak, Nvivo ve Gephi gibi analiz yapılmasına yardımcı araçlar kullanılmıştır.

Formation of public sphere is of great importance with regard to political and communicational senses. In addition, Web 2.0 technologies, including social media tools, that take precedence over traditional media, provide the citizens as shareholders with easy-access for engagement and low-cost base for political participation. In this dissertation proposal it is basically aimed to make a discussion of public sphere through social media tools, particularly Twitter. The study begins with a discussion of the concept of public space, which is the core of the subject, on a social media platform, specifically Twitter. Thus, digital public sphere is the main subjects of the proposal. In the light of these main concepts, the proposal seeks some answers to frame what the importance of social media tools is and functions that Twitter plays with regard to digital public sphere formation. The general purpose of this thesis is to determine whether or not the public sphere has bounds on social media. Therefore, the study's contribution to the area is to challenge the existence of a digital public sphere that could emerge if the ideas of social media and public sphere are considered holistically, as well as to propose the essential criteria for this. After reframing the hypotheses and research questions as; a) Is it possible to the formation of the public sphere on Twitter? b) if so, under what conditions and restrictions are valid? c) What are the criteria and metrics needed in order to uncover these possibilities? The proposal plans to use some analytic tool Nvivo and Gephi in addition to employ content analysis and observation techniques. The methodology of the proposal is framed mainly by Content Analysis (CA). This dissertation is supposed to be shaped by a theoretical background and a field analysis. NVIVO and Gephi as a qualitative research program are employed in discussing and commenting on the findings.
