UNESCO öğrenen kentler ağı çerçevesinde Türkiye küresel kentsel ağların etkinliği

Abstract

Küreselleşmenin etkisi en çok kentler üzerinde hissedilirken, kentlerin mevcut sorunları da ağırlaşmıştır. Sorunlara çözüm geliştirmek, fikir paylaşmak adına kent yönetimleri “ağ tipi” örgütlenmelere yönelmiştir. UNESCO himayesinde yürütülmekte olan Öğrenen Kentler Ağı da bu kapsamda yerel yönetimleri bir araya getirmektedir. Amaç, kentlerde sürdürülebilir kalkınmayı, kentsel gelişimi sağlamaktır. Amaca ulaşmanın yolu da “halkın bilgi seviyesinin arttırılmasıyla sağlanır” felsefesine dayanmaktadır. Bu noktada yerel yönetimlere çok görevler düşmektedir. 2020 yılının hemen başında tüm dünyayı etkisi altına alan COVİD-19 Pandemisi, kentleri yakından etkilemiş, birçok alanda onarılması güç etkileri olmuştur. “Küresel düzeyde yaşanan sorunların çözümü ancak küresel aktörlerin iş birliğiyle sağlanabilir” varsayımına dayanılarak küresel bir örgütün önderliğine ihtiyaç duyulmaktadır. Pandemiyle etkin mücadele için insanların tedbirleri hızla ve doğru öğrenmesi, uygulaması, mücadele sürecine katılıp, katkı vermesi yaşamsal önem arz etmektedir. Mücadelede Öğrenen Kentler Ağının temelini oluşturan “hayat boyu öğrenme” etkili bir mekanizma olarak kullanılabilir. Çalışmada Türkiye örneği çerçevesinde Öğrenen Kentler Ağı Sisteminin hem kentsel gelişime hem de Pandemiyle mücadeleye katkısı ortaya konulmaya çalışılmaktadır. Ağ üyesi kentlere yön gösterecek olmasının yanında Ağa üye olmak isteyen diğer kentlere de rehber olabileceği çalışmanın önemini artırmaktadır. Öğrenen Kentler Temel Kriterlerine dayalı oluşturulan anahtar kavramların, kentlerin Faaliyet Raporlarında geçiş sıklığına bakılarak “gömülü bilgi” ortaya çıkartılmaya çalışılmıştır. Analizler neticesinde elde edilen bulgular ışığında Öğrenen Kentlerin etkinliği ortaya konularak öneriler geliştirilmiştir.

While the effect of globalization was felt mostly on the cities, the existing problems of the cities aggravated. In order to develop solutions to problems and share ideas, city administrations have turned to "network type" organizations. The Learning Cities Network, which is carried out under the auspices of UNESCO, brings together local governments in this context. The aim is to provide sustainable development and urban development in cities. The way to reach the goal is based on the philosophy that "it is achieved by increasing the knowledge level of the people". At this point, local governments have many responsibilities. The COVID-19 pandemic, which took the whole world under its influence at the beginning of 2020, has affected cities closely and has had irreparable effects in many areas. The leadership of a global organization is needed based on the assumption that "the solution to the problems experienced at the global level can only be achieved with the cooperation of global actors". It is vital for people to learn and implement the measures quickly and accurately, to participate in the struggle process and to contribute to the effective fight against the pandemic. “Lifelong learning”, which forms the basis of the Learning Cities Network in Struggle, can be used as an effective mechanism. In the study, the contribution of the Learning Cities Network System to both urban development and the fight against Pandemic is tried to be revealed within the framework of the example of Turkey. In addition to being a guide to the cities that are members of the Network, it increases the importance of the work that can be a guide for other cities that want to become a member of the Network. "Embedded knowledge" was tried to be revealed by looking at the frequency of transition of the key concepts created based on the Learning Cities Basic Criteria in the Activity Reports of the cities. In the light of the findings obtained as a result of the analyzes, the effectiveness of Learning Cities has been revealed and suggestions have been developed.
