Okulöncesi eğitim kurumlarının yönetiminde yaşanan sorunlar

Abstract

Bu çalışmanın amacı okulöncesi eğitim kurumu yöneticilerinin okul yönetiminde yaşadıkları sorunlara ilişkin görüşlerini tespit etmektir. Bu çalışmada, nitel araştırma tekniklerinden betimleyici fenomenoloji deseni kullanılmış ve içerik analizi yapılmıştır. Araştırmanın evrenini Denizli ili Pamukkale ve Merkezefendi ilçesinde resmi okul öncesi kurumlarında görev yapan okul müdürleri ve müdür yardımcıları oluşturmaktadır. Araştırma evreninde 150 civarında yönetici bulunmaktadır. Araştırma evrenini temsil edecek yöneticiler arasından “rastgele örnekleme” yöntemiyle seçilen en az 10 yöneticiye ulaşılarak veriler toplanmıştır.Araştırma sonucunda okul yönetiminde okul yöneticilerinin karşılaştığı en önemli sorunların kaynak ve personel yetersizliği, veli ve öğrencilerin iletişimlerinden kaynaklı sıkıntılar, yönetmelikten kaynaklanan sorunlar ile öğrencilerin özel durumlarıyla ilgili problemler olduğu görülmüştür. Fiziki imkânların kısıtlı olması ve personellerin nitelikli olmaması da okul yöneticilerin zamanını alan bir başka önemli sorun alanı olarak katılımcılar tarafından ifade edilmiştir. Okul yöneticilerinin doğru şekilde yetiştirilmesi yönünde önerilere de değinilmiştir. Bu bulgulara dayalı olarak okul yöneticilerinin mevzuata içerikli olarak düzenli eğitimler alması gerektiği; genel eğitim faaliyetlerinin yanında yönetici, öğretmen ve veliler için iletişim seminerleri verilmesi, okulların fiziki yapısının geliştirilmesine dönük projeler hazırlanması ve bu konuda okul yöneticilerine eğitimler verilmesi önerileri getirilmiştir. Eğitim yöneticiliğinin profesyonelleşmesine dönük adımlar atılması ile tüm eğitim yöneticilerinin eğitim yönetimi tezli/tezsiz yüksek lisans eğitiminden geçirilmesi gibi önerilere yer verilmiştir.

The aim of this study is to determine the opinions of preschool education institution administrators about the problems they experience in school management. In this study, descriptive phenomenology pattern, one of the qualitative research techniques, was used and content analysis was conducted. The population of the research consists of school principals and deputy principals working in official pre-school institutions in Pamukkale and Merkezefendi districts of Denizli province. There are around 150 managers in the research population. Data was collected by reaching at least 10 managers selected by the "random sampling" method among the managers who would represent the research population. As a result of the research, it was seen that the most important problems faced by school administrators in school management were lack of resources and personnel, problems arising from communication between parents and students, problems arising from regulations and problems related to the special situations of students. Participants stated that limited physical facilities and unqualified personnel were another important problem area that took up school administrators' time. Suggestions for the proper training of school administrators are also mentioned. Based on these findings, school administrators should receive regular training regarding the legislation; In addition to general education activities, suggestions have been made to provide communication seminars for administrators, teachers and parents, to prepare projects to improve the physical structure of schools and to provide training to school administrators on this subject. Suggestions are included, such as taking steps towards the professionalization of educational administration and ensuring that all educational administrators receive a thesis/non-thesis master's degree in educational administration.
