Publisher: | Ankara University | Abstract: | Urban planning has an opportunity in terms of regenerating urban areas that have significant deficiencies related to social infrastructure areas and also carry risks in disasters. Moreover, this opportunity is valid for constituting more qualified living areas, risk reduction, increasing physical capacity and urban resilience. The success of disaster management arises from the fact that the applications made during the recovery phase after the disaster contribute to the risk reduction phase. In other words, the minimization and/or elimination of possible risks before a disaster are an indicator of the successful fulfillment of the disaster management process. The aim of this study is to examine the adequacy of social infrastructure areas in terms of their spatial distribution and capacities. These areas have a vital role for disaster risk reduction and have the potential to become emergency assembly areas. In the scope of this aim, the social infrastructure areas located in Bayraklı District of Izmir Province, have been determined as the study area as the most affected areas by the Aegean Sea Earthquake on October 30, 2020. According to the findings, it is clearly determined that 16 of the 24 neighborhoods (67%) are adequate in terms of capacity, while the remaining 8 neighborhoods (33%) are inadequate in Bayraklı District. In addition, it has been determined that the potential emergency assembly areas serve 62% of the district and the potential gathering areas are more homogeneously distributed throughout the district. So, it can be said that the district has an important advantage comparing to other districts Therefore, it is understood that the potential emergency assembly areas located throughout the Bayraklı District cannot meet the needs at an adequate level after the Aegean Sea Earthquake in the October 2020 period. © 2024, Ankara University.
