Milli eğitim bakanlığında görev yapan öğretmenlerin il içi rotasyona ilişkin görüşleri

Abstract

This study aims to identify and tounde rstand the opinions of teachers on rotation that is planned to be applied by Ministry of Education according to teachers' tenure of office. This research is a qualitative study and also is in pattern of holistic-single case study. Forchoosing samples, covenient sampling which is a type of purposive sampling methods with in qualitative sampling methods was used. 20 branch teachers from 60 who were volunteer stoparticipate to the study and work in a primary school in Denizli city center were chosen as the sample; while doing this, the seniority of the teachers in their current school was a considerationpoint. Data in the study were collected by individual interviews during May, 2014. Interviews that were carried out by the help of semi-structured question form sand interviews lasting 25-35 minutes were recorded and then content analysis was applied to them. Opinions obtained from interviews were categorized under six themes: "individual benefits, individual disadvantages, institutional benefits, institutionald is advantages, decisions, and suggestions". Results of the study contains the findings that reflect the opinions of teacher sunder the themesabove and these findings were supported by metaphorstor eveal the subjective realities of the participants as well as inter-subjective realities of them.

Bu araştırmada17 Nisan 2015 tarih ve 29329 sayılı resmi gazetede yayınlanan Milli Eğitim Bakanlığı Öğretmen Atama ve Yer Değiştirme YönetmeliğininÖğretmen rotasyonu hakkındaki maddesi ile ilgili öğretmen görüşlerinin belirlenmesi amaçlanmıştır.Bu amaçla Denizli ili Honaz ilçesinde ilgili yönetmelik kapsamında görev süreleri sona eren öğretmenler ile daha rotasyon süresi dolmamış öğretmenlerin görüşlerinin belirlenmesi amacıyla görüşmeler gerçekleştirilmiştir. Denizli ili Honaz ilçesinde genel olarak seçilen 20 öğretmene hazırlanan sorular görüşme yoluyla yöneltilmiş ve elde edilen verilerin analizi betimsel analiz yoluyla yapılmıştır. Sonuç olarak yönetmelik hakkında şeffaflık ilkesine bağlı objektif değerlendirme yapıldığı takdirde yönetmeliğin uygulanmasının olumlu olacağı konusunda olumlu görüşler bildirilmiştir.
